- FERC-12-R-0031 PAST-PERFORMANCE QUESTIONNAIRE ECONOMIC ASSESSMENT.DOC FERC-12-R-0031 FERC-12-R-0031_1.docx This project is designed to assess the economic implications of the predominant resource adequacy standard that requires generation capacity to be procured to ensure that electricity demand is curtailed due to lack of generation capacity only 1 day in any 10 year period. This project will (1)Describe how the 1 day in 10 year resource adequacy standard is defined and utilized in various jurisdictions across the country; (2)Develop case studies resembling existing regional transmission organization (RTO) and independent system operator (ISO) footprints and use a probabilistic simulation model to examine how target reserve margins and total economic and reliability costs change across different interpretations of the 1 day in 10 year standard; (3)Use these case studies to examine how these target reserve margins compare to the economically efficient risk neutral and risk-adjusted reserve margins. The case studies will include analysis on systems varied by system size, resource mix, loads, import capabilities, demand response, and penetration of intermittent resources. This project will culminate in the contractor's reports that document the assumptions and key findings of the scope of work summarized above. This project will feed directly into the Office of Energy Policy's (OEPI) broader project that is designed to achieve the Commission's strategic goal to promote operational efficiency in wholesale markets through the exploration and encouragement of the use of software and hardware that will optimize market operations. The research conducted will inform potential future policy reforms designed to most efficiently use the resources available and create incentives for new resources, when appropriate, to ensure reliability.
