- The Naval Medical Logistics Command intends to negotiate on a sole source basis IAW FAR 13.106 with FedMedical, Inc., 301 Oakbrook Lane, Ste 395, Summerville, SC 29485. FedMedical Inc. is the only responsible source that can provide (16) FMI-301CNX shipboard ceiling mounted lights to be used in various Battle Dressing Stations, Pre-Operatory and Trauma spaces outside of the Main Operating Rooms on a U.S. Navy combatant ship. The choice of any other manufacturer would result in a breakdown of that interoperability between fleet and reduce the lifesaving capability of each of the ships. This acquisition is being conducted under the authority of the 13.106 only one responsible source and no other supplies or services will satisfy agency requirements. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. Along with the capabilities statement vendors must also confirm that the single head ceiling mounted lights along with the installation kit meet the shock test standards set forth in MIL-S-901D (IAW FAR 11.2 available for download at https://assist.daps.dla.mil/quicksearch/). Specifically, the vendor shall provide a Certificate from an approved independent test activity verifying and specifically stating on the Certificate from the approved test activity, that the lights meet category MIL-S-901D, Grade A, Class I or Class II, Type A testing. Any and all lights being proposed as primary or alternate proposals shall pass MIL-S-901D testing independently of others offered. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
