Description
The Army Contracting Command, AATD Contracting Division (CCAM-RDT), intends to negotiate on a sole source basis with Sierra Nevada Corp., a new new Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a medical evacuation (MEDEVAC ) airborne, Beyond Line of Sight (BLOS) Transport Telemedicine (T2) Limited User Evaluation (LUE) in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Sierra Nevada Corp. has an existing system that meets the following key attributes for the T2 System LUE; bi-directional transmission of data through a UH-60L's PRC-117F single SATCOM radio, the capability to interface with any other Army data-ready radio, interface with multiple existing patient monitoring devices already in use by MEDEVAC units, hands free, en route airborne medic input of patient medical information, support digital transfer of patient medical record from the T2 system into the Armed Forces Health Longitudinal Technology Application (AHLTA), and support medical treatment facility (MTF) staff en route, remote monitoring of airborne patient data including MTF staff digital communication with the onboard medic. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
