- The U.S. Army Contracting Command-New Jersey- Soldier Weapons (ACC-NJ-SW) onbehalf of Product Manager Soldier Weapons (PM SW) is contemplating a Service Disabeled Veteran-Owned Small Business Set-Aside for Research and Development Management; Production Management; Test Management; Earned Value Management; and, Logistics Management. This effort is in support of the mission to accomplish program objectives for development, production and sustainment based on defined soldier needs. The contractor shall be expected to provide program acquisition recommendations, program coordination and guidance to support the decision making process for PM SW Product Directors. This is accomplished through leading and attending Integrated Product Team (IPT) meetings, providing research, analyses, and reports, reviewing and commenting on documents and preparing original acquisition documents. These efforts will be provided in support of research and development, production and fielding of small caliber ammunition, weapon systems and remote weapon stations and platforms. The contractor shall be expected to provide recommendations and direct oversight to test programs pertaining to PM SW programs throughout their life cycle. The contractor will support the Test IPT in development of test plans as well as presentation/reporting of test activities and data. The contractors duties shall be expected to provide the preparation and maintenance of an Earned Value Management System (EVMS) for programs that require earned value management. It is the Government's intent to award at least two contract awards to the offerors whose proposals represent the best value to the Government based upon the evaluation of written proposals.
