Description
Sources Sought for eLearning The National Business Center (NBC), Department of the Interior (DOI), is issuing this sources sought for the purpose of obtaining information regarding: (1) the availability and capability of technically qualified small business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS code for the project is 511210. The small business size standard is 500 Purpose and Objective:The objective is to procure architectural mapping and quality assessment services to improve citizen satisfaction of Federal Government websites. These services shall include use of an architectural mapping and reporting service that will easily interface with existing Federal websites and infrastructure; be easy to use and manage as client-owned or contractor-hosted software; allow users to inventory and manage all domain content and technical features, including compliance with Office of Management and Budget standards; effectively improve quality and customer satisfaction of the website, and provide quality service to federal managers in terms of assessing the experience of website visitors and identifying specific areas in need of improvement. These services are intended to complement other performance measures being used to assess and improve websites throughout Government, including the American Customer Satisfaction Index (ACSI). Capability Statement/ Information Sought: Small businesses that believe they have the ability to satisfy all of the above stated requirements, and who meet the stated size standards, are encouraged to submit a capability statement. The capability statements will be evaluated based on the information provided with specific emphasis on whether the proposed product covers the following areas: (1) Information Technology (2) Business skills and knowledge; (3) Legal Compliance; and (4) Environmental Safety and Health Compliance. The statement must also address the offerors current capacity to provide the required services to include: (a) staff availability, experience, and training; (b) corporate experience and management capabilities; and (c) examples of prior completed Government contracts, dollar value of the contracts, references, and other related information. On the first page of the capability statement, clearly state the small business concerns size status and type(s), name, address, point of contact, and DUNS number. Capability statements should not exceed twenty (20), single-sided pages (including all attachments, resumes, charts, etc.), presented in single-spaced, 12-point font size minimum. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via e-mail) to Ms. Cathy Boulware at cathy.boulware@aqd.nbc.gov by 2:00 pm MST March 23, 2012. Questions may be directed to the above email or 303-969-7171. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published at the Federal Business Opportunities website. However, responses to this notice will not be considered adequate responses to a solicitation. This sources sought does not commit the government to pay any costs for the preparation and submission of a proposal in response to this sources sought.
