NB686010-12-01666 -- Cryostat National Institute of Standards and Technology (NIST) Acquisition Management Division Sources Sought for Commercial Item Purchase The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing a cryostat with the following technical specifications: The supply to be acquired is a cryostat. A cryostat is a scientific instrument providing a very low pressure (vacuum) low temperature (~ 4 Kelvin) environment. The cryostat is specified in terms of its cooling power (1 Watt). The cryostat thus provides a cold space to undertake scientific experiments. In this instance, the cryostat is intended to operate as a closed system, minimizing the need for external cryogenic liquids for cooling. The cryostat will be purchased with no compressor. The cryostat will accommodate an existing compressor at NIST. • Cooling capacity: 1 Watt @ 4 K. • Normal operating temperature: 3.5 to 4 K. • Cooldown time from 300 K to 4 K less than 14 hours. • The cryostat shall incorporate a Cryomech PT410 pulse tube cooler with remote valve motor (to be used with an existing compressor). • Galvanically isolated quiet compressor lines. • Vibration isolation of the coldhead, 50 K and 3 K stages. • Quick release flanges on the stainless steel vacuum jacket and the inner thermal shields at 50 K and 3 K (quick release means fastening bolts are not used). • Vacuum jacket and radiation shields to have the following inside diameters; VJ 17.1", 50 K 15.09", 4 K 13.34". • The experimental area shall be at least 13" diameter x 19" tall (that area below the 3 K plate). • The 2 cryostat stages to be linked with copper braid to the PT stages. • Load-lock compatible ports at 300 K, 50 K and 3 K stage plates (6.5" x 3.5"). • Vacuum jacket top flange to accommodate 3 x NW50 ports, 1 NW40 port and 1 NW25 port with matching stage plate ports at 50 K and 3 K. • Each of the stage plates to be suspended by tubular G-10 supports with heli-coiled threaded holes. • Temperature sensors and wiring to vacuum flange from 50 K and 3 K stages - wiring to be thermally dumped but not to the cryocooler. • Lifting eyes to be installed to top outer vacuum flange. • One fitted NW25 bellows vacuum valve. • The cryostat is intended to be ‘off the shelf' and not original equipment manufacture (OEM) to ensure the greatest flexibility for future customization. The manufacturer must have sold at least 20 similar units and have a track record of good after-market customer support, e.g., repairs and spare parts. • The cryostat shall permit retrofitting with an internal adiabatic dilution refrigerator (ADR) insert. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the item stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying and Controlling Industrial Process Variables, with a small business size standard for such requirements of 500 employees. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the item identified in the attached Statement of Work. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies or mailed copies of their capability statement. Please limit responses to ten (10) pages or less. Responses should include the following information: 1. Name of company that will provide the item. 2. Name of company that will manufacture the item. 3. Spec sheets of the item showing the ability to meet the criteria identified above 4. Typical number of weeks ARO to deliver the item. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than March 23, 2012. The capability statement shall identify the business status of the organization. Only electronic or mailed statements will be accepted. Faxes will not be accepted.
