Description
Request for Information for VFD’s Chilled Water Pumps & Tower Fan Project The General Services Administration, Heating Operations and Transmission Division (HOTD), has the following requirement for VFD's Chilled Water Pumps & Tower Fan Project. Location(s): GSA/HOTD 13th & C Streets, SW Washington, DC 20407 THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS "SOURCES SOUGHT" REQUEST. ANY RESPONSE TO THIS RFI / SOURCES SOUGHT NOTICE WILL BE USED BY THE GOVERNMENT AS MARKET RESEARCH, FOR INFORMATIONAL PURPOSES AND TO MAKE APPROPRIATE ACQUISITIONS DECISIONS. The General Services Administration located in Washington DC, is looking for qualified vendors capable of performing the work as listed below. BACKGROUND The GSA HOTD currently supplies steam to over 100 federal buildings in the District of Columbia and chilled water service to buildings in three agencies, the Department of Energy (DOE), Department of Agriculture (DOA), and Smithsonian Institute (SI). These services are a critical part of the customers' daily operation. In order to guarantee that these customers receive steam and chilled water services without interruption, HOTD must continually maintain the plant's critical equipment. HOTD operates the refrigeration plant 24 hours a day, 365 days a year. There are four (4) cooling tower cells on each side of the plant. Cooling tower cell #8, on the South side of the plant, already has a Variable Frequency Drive (VFD). The air flow to cell #8 is restricted due to its location. HOTD intends to relocate the existing VFD from cell #8 to cell #7. HOTD is also proposing the installation of a new VFD for cell # 2. This would mirror South side functionality on the North side giving greater flexibility in operations resulting in overall system efficiency gains. HOTD has six (6) chilled water recirculation pumps. None of these pumps currently employ the use of a VFD system for capacity control. Chilled water demand is constantly varying depending on the weather, building occupancy, and other factors. To meet this changing demand the Central Heating & Refrigeration Plant is in need of the installation for three (3) variable frequency drives (VFD's) on one (1) cooling tower fan motor and two (2) chiller water circulation pump motors to keep the AC electric motors operating at maximum efficiency and lessen operational difficulties of flow control. DESCRIPTION OF WORK Contractor shall be responsible for all design modification (the majority of the design has already been accomplished), commissioning, testing, training, developing standards of operation manuals, supervision, labor, parts and material to install the VFDs, associated equipment, and controls. Presently, the refrigeration plant uses a combination of York and Allen Bradley controls. The SCADA system was supplied, installed, and is maintained by the Feed Forward Company. New controls must be integrated into the existing SCADA system. New controls shall be the same make and model as the existing, equivalent, or better. HOTD requires that Feed Forward integrate the new controls into the existing SCADA system and make other required changes in graphics, data collection, etc. Contractor shall install a new VFD for the motor that powers cooling tower fan #2, and relocate the existing VFD and controls for cooling tower fan #8 to fan #7. Contractor shall install a new VFD and controls for chilled water circulation pump motors #1 and #5. Each new VFD shall have bypass mode. The intent of this contract is to install new equipment manufactured by the same vendor as the VFD system on cooling tower #8 in order to standardize maintenance and operation. However, the new equipment shall be as specified in the above design contract, most recent model, equivalent, or better. The system components, installed under this contract shall be UL, NFPA, and NEC approved and labeled. The proposed system shall be from a reputable contractor who has been in such business for a minimum of 10 years. Contractor shall also be responsible for developing operation, commissioning, and training manuals. Contractor shall be responsible for commissioning the new system. The new systems shall not interfere with plant operation during installation, commissioning, and training. Actual installation shall be accomplished during seasonal shutdown of various plant equipment. Estimated Term of Services: Services are to be provided for a period of 280 days.
