- NGA RFP 12-409, solicitation for maintenance and repair services for the Land Mobile Radio Systems (LMRS), internal paging system, and cellular signal enhancement system at the National Gallery of Art; a modernization plan for these systems; and a radio handset replacement program. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Gallery of Art (the Gallery, NGA), located in Washington, DC, hereby seeks proposals maintenance and repair services for the Land Mobile Radio Systems (LMRS), internal paging system, and cellular signal enhancement system at the National Gallery of Art; a modernization plan for these systems; and a radio handset replacement program. The attached document includes additional details of the Gallery's requirements and pricing/payment information. The Gallery requests proposals in compliance with these requirements; proposals will be evaluated according to the terms of the attached document, Sections L & M. Delivery of services shall be made FOB destination to the Gallery's locations at 6th Street & Constitution Ave. NW, Washington, DC. A MANDATORY site visit is scheduled for March 22, 2012 at 10:00 a.m. Proposals will not be accepted from Offerors that do not attend the site visit. Only one site visit will be scheduled. Offerors interested in attending the site visit shall notify the CS no later than 4:00 p.m. on March 20, 2012. The site visit is expected to last one and one-half (1.5) hour. This solicitation is a Request for Proposal (RFP). The solicitation number is NGA RFP 12-409. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-56, effective March 2, 2012. There are no set-asides for this requirement. The NAICS code is 811213. Please see the attached document for a list of contract line item numbers and items, quantities and units of measure (see Sections C and J). Please see the attached document for a description of the requirements for the services to be acquired (see Section C). Please see the attached document for a description of the dates and place of delivery and acceptance (see Section F). The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this solicitation. The specific evaluation criteria are Technical Proposal, Project Organization, Past Performance, and Prior Experience. Please see the attached document for a full description of the evaluation factors. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offers, or will provide a complete ORCA registration. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Please see the attached document for which additional FAR clauses are applicable to the acquisition (see Section I). By submitting a proposal in response to this RFP, the vendor warrants that any goods or services provided to the Gallery in satisfaction of this requirement are fit for the ordinary purposes for which they were designed, as well as the particular purpose(s) specified in this synopsis/solicitation, and any additional purposes as represented by the vendor. Offerors are responsible for having read and complied with this synopsis/solicitation as well as the document(s) attached hereto and available upon request submitted to the Gallery Contract Specialist listed as the primary contact in this posting.
