Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This synopsis advertises the Government ™s intent to acquire Target Sight System (TSS) Top Plates IAW drawings and repair services for the same. The top plate locks the TSS Turret assembly in place on the shock isolation frame of the turret container for shipping and storage. The top plates are built and repaired according to drawings that will be furnished by the Government. The Government intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5 year ordering period, firm fixed price (FFP) supply type contract. This acquisition is reserved 100% for small business entities, as FAR 52.219-6 will be incorporated into any resultant request for proposals. Solicitation number N00164-12-R-JQ37 will be issued as a request for proposals. The solicitation will be published to the Government Point of Entry (the website listed above) on or about 2 APR 2012. The Government may choose to accept more than one proposal to meet its requirements. Please note that the successful offeror (s) for the TSS Top Plates will be required to undergo a fit check. Contract/Ordering period is for a 5-year period from original award date of contract. Delivery will be specified in individual orders. Delivery required F.O.B Destination: NSWC, 300 HWY 361, Crane, IN 47522-5001. DPAS rating is A-70. The solicitation attachments and drawings will be posted to the FBO website concurrently with the solicitation. The Contractor must be properly registered in the Government's Central Contractor Registration (CCR) in order to receive the solicitation attachments and drawings. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet at www.ccr.gov. In accordance with FAR 4.1201, the Contractor shall also complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the CCR database. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com.Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO and NECO websites for amendments that may be issued to this solicitation.
