Description
This is an advance notice of a Draft Request for Proposals. This notice will be revised in the coming weeks with additional information, and interested firms are advised to check frequently for updates. Description The iCREW system is a new urgent one-time requirement for Central Command (CENTCOM) and the Operation Enduring Freedom (OEF) Area of Responsibility (AOR). Use of the iCREW system may be extended to other AORs based on operational need. This particular system is intended to be worn by an individual soldier, and provide a small zone of protection to only that individual soldier, in a dismounted mode of operation. iCREW systems must meet the minimum environmental conditions contained in Army Regulation 70-38, Research, Development, Test and Evaluation of Materiel for Extreme Climatic Conditions for Operation in hot-dry (A-1) and cold (C-2). The Government anticipates that the iCREW system will be non-developmental and production-ready. Requirements Up to 3900 iCREW Systems with associated training, technical manuals and initial sparing. Additional requirements may include but not be limited to: Production Plan, Integrated Master schedule, various Test Reports, Quality Management Plan, Configuration Management Plan, Anti-Tamper Plan, Technical Data Package, Software Data, Unique item Identification, and Packaging. It is expected that a First Article Test would commence approximately 90 days after contract award with initial production deliveries commencing approximately 150 days from award. All of the iCREW systems procured must be delivered to the CENTCOM AOR no later than May 2013. At this point in time, the need for Contractor Logistical Support (CLS), such as, Field Support Representatives (FSRs), maintainers, and depot, is under discussion, because the system may be determined to be a throwaway item, they will not be added to the Army inventory, and there is no follow-on effort currently anticipated. Performance Based Specifications An attachment to this notice provides the unclassified Performance Based Specification that the delivered iCREW systems must meet. The threshold performance specifications, both classified and unclassified, define minimum government requirements that must be met. The objective specifications define the desired requirements. Instructions on how to obtain the full, classified Performance Based Specification will be provided at a later date. Samples As part of the source selection process, offerors will be required to submit three or four systems to allow for the Government's evaluation against the performance specifications provided. Evaluation will occur in the laboratories at Aberdeen Proving Grounds, MD and at a Government test range. Offerors will have the opportunity to ensure that the systems are operating correctly prior to the commencement of the evaluation but the actual testing/evaluation will be conducted by the Government. Individual test results will be provided at the completion of the source selection as part of the unsuccessful offeror de-briefing process. Planned Industry Day An Industry Day (tentatively scheduled for 28-30 March 2012 at Aberdeen Proving Ground, MD) will be held to inform industry on the current stages and requirements, based on the Request for Proposal (RFP), for the iCREW program. Solicitation of feedback from industry is encouraged to assist the Government in the finalization of the RFP documents and provide clarification to requirements. Prospective offerors are encouraged to bring at least one representative production ready system to this Industry Day to provide the Government an opportunity to view production ready iCREW systems.
