Description

The Department of Veterans Affairs, VISN 20 Network Contracting Office plans to issue a solicitation entitled, Design-Build Upgrade Building 17 East. The project location is at the VA Roseburg Healthcare System, Roseburg, Oregon. Overview of the project includes: Building 17 was constructed in 1938 and is a single story building built using unreinforced brick/clay tile and mortar with steel columns. The roof system is made up of steel trusses with a wooden deck and clay tile. The floor is a concrete pan system with accessible crawl space. The building is approximately 9887 GSF and is listed as eligible for the National Historic Register. Several remodels have taken place within the project area over the years. The scope of work includes, but is not limited to, medium level remodel activities on the east side of building 17, approximately 4800 SF. Work will include demolition, interior finishes, framing, mechanical, plumbing, and both low and high voltage electrical. There are asbestos containing materials and lead containing materials present in and on the building. Portions of the building will remain occupied during construction. A phasing plan for construction work shall be required. The project is 100% set aside to Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. SDVOSBs shall be registered and approved in the Veterans Administration's Center for Veteran Enterprises (CVE) at www.vetbiz.gov. Proposals received from SDVOSB concerns not approved or other firms will not be considered for an award. In accordance with VAAR 836-204 the magnitude range for the project is between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) code is General Commercial and Institutional Construction 236220 and the small business size standard is $33.5 Million. The solicitation will be issued on or about March 23, 2012 to the FBO website. Interested sources are required to obtain a copy of the solicitation and all amendments (if amendment(s) is/are issued) from the FBO website. No paper copies will be issued.
