Description
The Bureau of Reclamation intends to issue a Request for Quote for a time and materials purchase order with a base and one option year for the service of a Certified Wastewater Operator to provide ongoing operation and monitoring of the Wastewater Treatment Facilities at the Glory Hole and Tuttletown Recreation Areas, Tuolumne and Calaveras Counties of California. This procurement is a competitive Total Small Business set-aside. Solicitation R12PS20070 will be posted at http://ideasec.nbc.gov on or about March 12, 2012. The estimated date for receipt of quotes is March 28, 2012. The solicitation and specifications must be downloaded at the above site; no paper copy of this solicitation will be distributed. The estimated award date is April 20, 2012. The NAICS Code is 221320; the applicable size standard is $7 million. Central Contractor Registration (CCR) and Annual Representations and Certifications (ORCA), as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Description of Work: A Wastewater operator needs to be available 24-hours a day, 365-days a year. The contractor monitors the Wastewater Treatment Facilities (WWTF) and collects samples in accordance with current Monitoring and Reporting Programs (MRPs), submits data to Resource Ranger, assists Resource Ranger, Natural Resource Specialist, and management on technical and operational elements of reporting. The duties of the contractor include activities required to bring and keep the waste water facilities at New Melones Reservoir in compliance with Waste Discharge Requirement (WDR) permits. The California Regional Water Quality Control Board (RWQCB), Central Valley Region, issued WDRs for the WWTF at Tuttletown (Order Number 87-084) and Glory Hole (Order Number R5-2002-0125). Reclamation is the named discharger in these WDR permits, and is responsible for the operation of these WWTFs. Per the requirements of the State of California and the RWQCB, the contractor (Operator) must possess a current Wastewater Operator certification at Grade 1 (minimum) from the California Office of Operator Certification and be registered by the State Water Resources Control Board as a contract operator and be able to serve in the capacity of Chief Operator. The Operator must also possess a current Laboratory Analyst/Water Quality Analyst Certificate from the California Water Pollution Control Association (CWPCA) or the California-Nevada Section of the American Water Works Association (CA-NV/AWWA) Grade 1 (minimum). All wastewater facilities will be operated under the certificate of the contractor. Contractor will have necessary qualifications to provide oversight of Reclamation's Operator-in-Training (OIT) and will assist the OIT in receiving certification. The WDR for Glory Hole WWTF requires ongoing monitoring and monthly, quarterly and annual reporting. The WDR for Tuttletown WWTF requires ongoing monitoring and annual reporting if requested by the RWQCB. The current MRP at Tuttletown does not require any sampling of groundwater monitoring wells at that location, however continuing with quarterly sampling is beneficial to Reclamation. Voluntary groundwater monitoring at Tuttletown will be continued until there is a revised MRP requiring groundwater monitoring at this location. Reporting on the required monitoring shall be submitted in accordance with the due dates specified in each WDR.
