- Solicitation number M67854-12-R-5088 will be issued as a request for proposals on a full and open competition basis. The solicitation will be published to the Government Point of Entry. This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ while it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted. Marine Corps System Command requires Field Service Representatives (FSRs) and Instructors to serve as Mine Resistant Ambush Protected (MRAP) Cougar vehicle Subject Matter Experts (SMEs) for maintenance, On-the-Job Training (OJT), and Instruction. The FSRs shall be qualified and skilled in instructions, vehicle operation, maintenance, troubleshooting, repair process, Government Furnished Property (GFP), Preventive Maintenance Checks and Services (PMCS), warranty actions, logistics support functions required to support the MRAP FoV, and assist in the collection of operator (Crew) and intermediate (Field) level maintenance and vehicle usage data. The ordering period is 1 year with 1 option year. The anticipated contract type is a fixed price Indefinite Delivery Indefinite Quantity. This requirement will be negotiated on a full and open competition basis in accordance with FAR 6.101, that contracting officers shall promote and provide for full and open competition in soliciting offers and awarding government contracts. Contractors must be registered with the Central Contractor Registration database in order to receive attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.bpn.gov/ccr/contractors.aspx RFP will be in Microsoft Word format. No hard copies of the solicitation will be mailed. Interested sources must download from the website listed. The attachments will be posted to FBO at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date will be posted to FBO and NECO. It is the responsibility of interested vendors to monitor FBO and NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
