- Contractor shall provide all labor, material, equipment, and qualified supervision necessary to relocate the Oncology department from the 1st floor of Building 310 to the south wing of the 4th floor of B-330. Also the Urology department will be relocated from the 4th floor B-330 to the vacated Oncology space along with the agent cashier, all located on the Veterans Affairs Medical Center, located at 4100 West Third Street, Dayton, OH 45428. The project will construct clinical space, administrative space, replace critical infrastructure items, and update systems deemed necessary for the building areas to become active and functional. All work shall be conducted in complete accordance with project drawings and specifications. All work to be closely coordinated with the VA Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR), and in accordance with project phasing. The contract performance time shall be 540 calendar days from the issuance of the Notice to Proceed. Under Federal Acquisition Regulation (FAR) guidelines and 13 CFR 125.6, the prime contractor must have the capability to perform at least 15% of the contract work with his/her own employees based upon the Solicitation's NAICS 236220. All interested contractors must be registered in CCR to be eligible for award of Government contracts. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code (238210) and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, http://ccr.gov, and http://orca.bpn.gov to be eligible for award. Bidders MUST ensure registration/certification in these websites are accurate and have not expired prior to bid opening date. Project magnitude is between $1,000,000.00 and $2,000,000 The NAICS code is 236220 and the business size standard is $33.5 million. BONDS in form of Bid, Payment and Performance will be required. SITE VISIT: will be scheduled and that information will be in the solicitation package. The solicitation documents will be posted at www.fedbizopps.gov on or about April 1, 2012 with bid opening approximately 30 days later. Dissemination of the specifications is limited to electronic medium. Drawings will be available electronically with the solicitation documents. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the FedBizOpps website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fedbizopps.gov. Paper copies of the amendment will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification amendment will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates. All requests for information are required to be in writing to the Contracting Officer and shall be received within twelve days prior to bid opening; no telephone inquiries will be accepted. The Contracting Officer cannot guarantee that a response to e-mailed questions will be received. Award is subject to the availability of funds.
