Description
The United States Agency for International Development Mission to Iraq i ntends to solicit proposals to im plement a USAID Education Sector Strengthening Project. The strategic goal of the Education Strengthening Project is to support the Government of Iraq's (GOI) capacity to deliver quality primary education. To that end, USAID has determined that a sustained focus on teacher quality is critical to improve primary education in targeted primary school classrooms. The Education sector in Iraq has dramatically deteriorated over the last thirty years, as evidenced by enrollment and retention rates at the primary level. The project will use a targeted approach for improving student learning outcomes and sustained enrollment rates among vulnerable populations in primary school, and for addressing key constraints and opportunities that exist along the service delivery chain. The project will engage four institutional partners: Teacher Training Institutions (TTI); Ministry of Education's (MoED) provincial and central offices; and select primary schools. USAID identified improving early grade teacher instructional practices as the fundamental result that must be achieved. Lower level results include: 1. TTIs deliver improved in-service training to primary school teachers and administrators 2. MoED's provincial directorates improve primary school management, and 3. MoED implement curriculum and pedagogy reform for primary education. Special attention will be given to girls and other vulnerable populations and minorities to enable them enjoy expanded educational opportunities.
