INL Coordinator Belmopan, Belize Issuance Date: 03/13/2012 Closing Date: 03/30/2012 SOLICITATION NUMBER: PSC-12-018-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. MARKET VALUE: $80,728 - $118,552 (GS-14 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award, plus four option years 7. PLACE OF PERFORMANCE: Belmopan, Belize 8. JOB DESCRIPTION: See below A. BACKGROUND The US Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through global cooperation. INL's Office of Western Hemisphere Programs (INL/WHP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere that produce and transit narcotics. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other US agencies. INL/WHP is responsible for coordinating policies and programs with other Federal departments and agencies who are involved in international narcotics control and crime activities, including the Office of National Drug Control Policy (ONDCP), Department of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), and Department of the Treasury, and the United States Agency for International Development (USAID). Purpose The purpose of the PSC is to provide an INL Coordinator to the Narcotics Affairs Section (NAS) at the US Embassy Belmopan, Belize. The Coordinator will manage the development and implementation of bilateral and regional USG and Government of Belize (GOB) International Narcotics Control and Law Enforcement (INCLE) projects. The NAS at US Embassy Belmopan is a component of the Political and Economic Section (P/E). The Coordinator is responsible for NAS programs that contribute to citizen safety, the professionalization of the host government's law enforcement, counternarcotics efforts, and the rule of law generally. Fiscal Year (FY) 2011, NAS programs at US Embassy Belmopan totaled over five million USD in grants, mostly through the Central American Regional Security Initiative (CARSI). Relationship The Coordinator will report directly to the P/E Section Chief of US Embassy Belmopan, Belize. B. STATEMENT OF WORK 1. Coordinate the development and implementation of policies, strategies, and programs related to citizen safety, law enforcement, rule of law, and counternarcotics. This includes strategic planning, setting priorities, and evaluating bilateral programs. 2. Advise the Political Officer, the Embassy's Front Office, and GOB partners on NAS-related issues, and assist Embassy personnel on issues related to citizen safety, law enforcement, and rule of law, with special focus on seeking out synergies and avoiding duplication within the US interagency. 3. Assist the GOB with developing and training GOB law enforcement and justice sector personnel to increase self-sufficiency and advance USG citizen safety, law enforcement, and rule of law interests. 4. Coordinate the development of internal control reviews and initiatives across NAS programs, including establishing new management and administrative systems for monitoring and evaluation. 5. Identify areas for independent, professional evaluations of NAS-related programs and personnel. 6. Evaluate and identify weaknesses and strengths within the GOB and in Belize related to citizen safety, law enforcement, and rule of law. Analyze operational problems at police, military, and judicial headquarters and in the field including areas of operational planning as they relate to logistics, tactical movements, physical security, and intelligence. 7. Coordinate USG-GOB bilateral agreements on INL-funded citizen safety, law enforcement, rule of law and counternarcotics programs; advise negotiators on Letters of Agreement (LOAs) in accordance with INL policies, international agreements, and laws, including the formulation of draft LOAs. 8. Supervise NAS Locally Employed staff (LES). A. Knowledge Specific • The Coordinator shall exercise considerable judgment in interpreting and adapting existing precedents and developing new or improved approaches to analyze controversial and nationally important subjects to persons with conflicting views. INL recognizes the Coordinator as an expert in the development and/or interpretation of guidance on financial and organizational management issues. • Guidelines related to the functions of this position include basic legislation, in particular Chapter 8 of the Foreign Assistance Act (FAA) of 1961, other authorities under the FAA, Narcotics Control Acts, Narcotics Control Trade Act, Arms Export Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act (which appropriates funds for the INL programs), other supplemental appropriation laws, and the DOS Basic Authorities Act. Position Elements 1. Supervision Exercised: The Coordinator will supervise three Locally Employed Staff (LES) 2. Guidelines: The INL program and policy guides, Mission Strategic Resource Plan, US Embassy Belmopan policies 3. Complexity: The position involves managing and providing technical expertise for several assignments simultaneously for various offices and stakeholders. The ability to perform complex analysis is essential. 4. Scope and Effectiveness: The Coordinator will perform a broad range of tasks related to INL citizen security, law enforcement, and rule of law programs and policy in Belize. INL programs have a significant impact on US Embassy operations in Belize. 5. Personal Contacts: The Coordinator will work closely with INL Program Office - Washington DC, other DOS personnel, Embassy personnel, host government officials, and other government agencies. 6. Work Environment: The work venue for this position is US Embassy Belmopan. Hours for the position will be the core hours of the Embassy, 8:00 AM to 5:00 PM. 7. Level of Effort: The level of effort required over the period of this one-year contract is 100%. The position is full-time, with a minimum of 40 hours per week. 8. Travel: Reside in Belmopan, Belize, full time; travel as needed within Belize and the region. C. MINIMUM QUALIFICATIONS 1. US citizenship, able to obtain and maintain DOS Top Secret Security and medical clearance 2. A Bachelor's Degree in a related field from an accredited institution 3. Eight (8) years experience related to law enforcement, international development, international affairs, political science, and/or public administration 4. Five (5) years of demonstrated experience related to applicable legislation, statutes, regulations, policies, and procedures related to the development of policy documents, reports, and other materials requiring in-depth expertise 5. Five (5) years of demonstrated experience in citizen safety, law enforcement, rule of law, and/or counternarcotics programs aimed at achieving US drug control and citizen safety objectives, including management of such US bilateral programs as drug control and demand reduction; interdiction and law enforcement; justice reform; and public awareness 6. Strong verbal and written skills and ability to present and defend complex analyses and proposals concisely 7. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within the first 90 days of assignment 8. Proficient in Microsoft Office Suite Preferred Qualifications 1. Substantive knowledge and experience with Central American citizen safety, law enforcement, rule of law, and counternarcotics policies and issues 2. Knowledge of monitoring and evaluation techniques and ability to apply metrics to activities undertaken 3. Ability to speak and understand Spanish at FSI level 3/3 D. EVALUATION CRITERIA Factor 1 Project Management (25%) Demonstrated experience as a recognized authority in organizational and project management, to include experience involving analytical, planning, advisory, operational, or evaluative duties for the development and implementation of policies, procedures, and standards Factor 2 Written Communication (25%) Demonstrated independent experience writing reports, audits, memoranda, etc. relating to subject matter, to include reports and other written products recognized as a significant impact on and at an international level Factor 3 Interpersonal Relations (25%) Demonstrated experience in conducting meetings and discussions that justify, defend, negotiate, overcome resistance, or settle highly significant or controversial issues, to include demonstrated experience in coordinating and/or integrating the work of disparate groups with varied priorities and facilitating major compromises in the goals, techniques, and methodologies of projects or programs Factor 4 Past Performances (25%) Evaluation of applicant's ability to perform under the contract (In conducting the evaluation, the USG reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
