- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse (NIDA) intends to negotiate and award a purchase order on a noncompetitive basis to PerkinElmer Health Sciences, Inc, 710 Bridgeport Avenue, Shelton, CT, 06484-4794 for the purchase of Solid State Laser Replacements and Software upgrade to the existing Government-owned Perkin-Elmer UltraVIEW LCi Confocal Microscope System. NIDA has been exploring molecular mechanisms of sigma-1 receptors regulating trafficking of mitochondria, the physical interaction of endoplasmic reticulum with mitochondria, and their roles in synaptogenesis and axon elongation to understand roles of sigma-1 receptors in drug addiction. NIDA has been conventionally using the PerkinElmer confocal microscope that has provided a powerful tool to visualize protein/intracellular organelle trafficking and dynamic membrane morphogenesis in living cells, particularly because of the advantage provided by the internal spin disc system that exert almost no cytotoxicity during a long-term monitoring of living cells. Since this is to upgrade NIDA’s existing PerkinElmer microscope system, parts must be compatible with or optimize the performance of the currently existing main microscope system as well as some accessory systems such as the auto-focusing system and the thermo controller. NIDA has specifications for the Solid State Laser Upgrade to the PerkinElmer UltraVIEW LCi Confocal Microscope System: 1) The Solid State Laser Upgrade must work with the current synchronization of disk rotation to specific location, camera readout and laser blanking, as per US Patent 6263095, 2) The Solid State Laser upgrade must be controlled by the existing PerkinElmer Velocity Acquisition software, which also controls the existing Government owned auto-focus microscope body, 3) The Solid State Laser upgrade must be controllable by the existing PerkinElmer ProSync2 Synchronization Controller, 4) Upgrade must include six (6) solid state excitation lasers of wavelengths 405nm, 442nm, 488nm, 515nm, 561nm, and 640nm, 5) Acousto-Optical Tunable Filters (AOTF) are employed for laser attenuation must contain digital automated feedback and correction for temperature variation, 6) Two (2) Dichroic mirror assemblies to fit the existing PerkinElmer UltraVIEW LCi, 7) Two (2) Fast Sequential Blocking Emission filters, designed to block the following combinations of laser excitation wavelengths (nm): 405/440/488/561/568 and 405/440/514/640/647 and 8) All hardware of the Solid State Laser Upgrade must be covered by the existing Service Contract. The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
