Description
Notice of Intent to Sole Source The United States Army Corps of Engineers; Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1(a)(2)(iii)(A) to Fishbeck, Thompson, Carr and Huber, (FTCH) Inc., 1515 Arboretum Drive, Grand Rapids, MI for work at the Ott-Story Superfund Site located at 453 Agard Road, North Muskegon, MI. The work to be performed includes a detailed assessment and evaluation of the current functional status of extraction wells and water pipelines based on site specific knowledge, current operating conditions and current effectiveness of the overall remediation system. In addition to rehabilitation of extraction wells and associated rehabilitation wells, clean-out of pipelines, determining the maximum sustainable flow rates achievable by the extraction well network, providing data to assess optimal plume capture, and providing recommendations to repair/replace extraction wells, monitoring wells, rehabilitation wells, and/or water pipelines. Work includes the preparation of work plans that include detailed description of work tasks, performance criteria, and overall management strategy for the work. Typical activities in the work plan include, but are not limited to the following: meeting(s), review of background documents relevant to the Site and O.U. #2 remedy, site visits, discussion and details of work tasks to be performed (where it will be performed, how it will be performed, etc.), reports, and preparation of estimated costs (including subcontractor costs). The work plans are required to be submitted within 30 calendar days from the notice to proceed. Services provided by FTCH are unique because their personnel have over 12 years of expertise with both the groundwater wells and the water treatment system specifically installed at this site. Firms that would otherwise be considered for this work would require up to 12 weeks of orientation and training with the systems in place. No funding will be provided for orientation and training as this would result in duplication of costs to the Government that is not expected to be recovered through competition. The period of performance is 418 calendar days. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 2:00 pm Eastern Time Zone on 28 March 2012. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
