- The Federal Aviation Administration (FAA) at the FAA William J. Hughes Technical Center has a requirement for the following purchase: Temperature-Humidity Environmental Chamber as Part of FASTER Fixture Modifications This is an announcement for a Request for Quote (RFQ) for equipment to be used at the FAA William J. Hughes Technical Center, Atlantic City, New Jersey. FEDERAL AVIATION ADMINISTRATIONSTATEMENT OF WORKFull-Scale Aircraft Structural Test Evaluation and Research (FASTER) Modification: Temperature and Humidity Conditioning 1 BACKGROUND:The Full-Scale Aircraft Structural Test Evaluation and Research (FASTER) facility, located at the Federal Aviation Administration (FAA) William J. Hughes Technical Center, was developed for full-scale testing of fuselage structures under simulated flight load conditions. The facility provides reliable experimental data to support and validate the analytical methods under development, including widespread fatigue damage (WFD) prediction, repair analysis and design, and new aircraft design methodologies. Modifications to the fixture are required in order to apply synchronous mechanical-temperature-humidity loading profiles to fuselage structure. The modification will be done in two phases: design and fabrication. The design work has been completed under a Cooperative Research and Development Agreement (CRDA: 07-CRDA-0236) with Boeing Aircraft Company. The fabrication work is being conducted by the FAA. As part of the fabrication efforts, the procurement of a temperature-humidity environmental system with remote conditioning capabilities is required. 2 TASK:This statement of work (SOW) comprises the purchase of a temperature-humidity environmental system with remote conditioning capabilities per the operating requirements in Table 1 (attached). The environmental system will be used in in two modes: As a remote conditioner used to apply temperature and humidity to a fuselage panel while mounted in the FASTER fixture as shown for example in Figure 1 (attached). As a chamber to condition smaller specimens. The equipment and shipping provided in the quote shall be in accordance with the following specifications: The FAA will not pay for any information received or costs incurred in preparing responses to this announcement. Therefore, any costs associated with a response to the RFQ are solely at the interested vendor's expense. This procurement will have a dollar threshold between $10,000 and $100,000. Proposals will be reviewed through tiered evaluation selection process where only technically-acceptable proposals will receive consideration. In accordance with AMS policy 3.6.1.3.4 procurements within this dollar threshold will be set aside for SEDB 8(a). A tiered evaluation of offers will be used in source selection. Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified below. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made with ample competition. (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program.(b) Service-disabled veteran owned small business (SDVOSB);(c) Very small business;(d) Small business; and(e) Other than small business. The North American Industry Classification System (NAICS) code for this requirement is 334516 [Analytical Laboratory Instrument Manufacturing]. Vendors must complete the attached Business Declaration Form and return with quote submittal. Socially and economically disadvantaged businesses (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program must submit proof of participation. All potential vendors must be registered in the Central Contractor Registry website (www.ccr.gov) for consideration of this award. OFFERS ARE DUE NO LATER THAN Thursday, March 22, 2012.
