- The Fleet Logistics Center Norfolk, Contracting Department, Groton, CT Office seeks aources (hotels) capable of providing multiple sets of hotel rooms during differing time frames on/around the Memorial Day Weekend in New York City (Brooklyn & Staten Island boundaries will be included in the solicitation)to accommodate Navy civilian, active-duty, and reservist personnel in support of Fleet Week 2012. The hotel rooms will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 15 - Contracting by Negotiation. The required period of performance is from 19 May 2012 thru 31 May 2012. The North American Industry Classification System code for this acquisition is 721110 (Hotels [except Casino Hotels] and Motels). A Solicitation will be available for download on or about mid-March 2012 at the following websites: http://www.neco.navy.mil, www.fbo.gov. Potential sources are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above web sites. This office will no longer issue hard copy solicitations. By submitting a solicitation, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the solicitation. Through its submission, the offeror acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1.888.227.2423, or via the Internet at http://www.ccr.gov. The NECO website has a "submit bid" button next to the solicitation number. "DO NOT" use the "submit bid" button on NECO to submit your quotes. Additionally, to be eligible for award, the hotel must be compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391)(15 U.S.C. 2201 et. Seq.); must be listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. Offers proposing facilities that are not listed will be rejected as non-responsive. Hotels must also abide by the New York City Department of Health guidelines for prevention, detection, and elimination of bed bugs in hotels, found at http://www.nyc.gov/html/doh/html/vector/vector-faq1.shtml, as well as pertinent federal, state, and local laws. In addition, the offerors facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12010 et. seq.)
