Description
NOTICE OF CONTRACT ACTION (NOCA) Posted 19 March 2012 This announcement constitutes a notice to all potential offerors that on or about 3 April 2012, the Integrated Strategic Planning and Analysis Network (ISPAN) Program Office anticipates the release of a Request for Proposal (RFP) for the sustainment/enhancement of the Global Strike and Product Support (GSPS) suite of software applications. This effort will be issued under solicitation number FA8707-12-R-0002. The Government anticipates awarding a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a contract ceiling of $49.6M. The IDIQ will have a five year ordering period. The place of performance for this effort is USSTRATCOM, Offutt AFB, NE. Offerors will be provided 45 days to respond to the RFP. Interested parties desiring to do business with the Air Force shall be registered in the Central Contractor Registration (CCR) System at www.bpn.gov/ccr/. Interested parties should ensure any potential Organizational Conflicts of Interest have been, or are in the process of being mitigated. This NOCA does not constitute an RFP, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. Contractors are reminded and cautioned that only the Contracting Officer is legally authorized to commit the Government. Additionally, once the RFP for the GSPS effort is posted, all correspondence concerning this effort shall be with the Contracting Officer only. The ESC Ombudsman, located at Hanscom AFB, MA, serves as the Ombudsman for all of ESC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to ESC/CC, ESC's Deputy for Acquisition (DC(A)) or ESC's Deputy for Support (DC(S)) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
