- The Mission Contracting Office (MCO), Fort Belvoir intends to award a six-month (6) bridge contract on a sole source basis to the Commonwealth of Virginia Department of the Blind. The Directorate of Logistics has a continued requirement for Full Food Services for the Fort Belvoir Dining Facility. The facility provides essential food service support for the Defense Mapping School (AIT Students), The U.S. Army Warrior Transition Units (WTU's), Navy Reserves, and U.S. Army National Guard and all other military units in and around the area to include units deploying for and returning from Iraq. The scope of work for this requirement is to provide all resources, except Government Furnished Property (GFP), to perform full food services in the aforementioned dining facility. These food services are needed immediately in order to satisfy the Directorate of Logistics mission requirements. The loss of service for even one day would result in mission failure. MCO Fort Belvoir intends to award a 6-month bridge contract no later than 31 March 2012, to the incumbent, Commonwealth of VA - Dept of the Blind and Vision Impaired contractor. The anticipated period of performance will be 1 April 2012 - 30 September 2012. The government intends to solicit and negotiate the required full food support services with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes or proposals. However, the Government will consider all capability statements received by 4:00 p.m. (EST), 23 March 2012. All capability statements must be submitted via email only to charrsi.p.brightharp.civ@mail.mil. Any responses to this notice must show clear and convincing evidence that competition would be advantageous by the Government in future procurements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. ADDITIONAL INFORMATION: This requirement has a pre-solicitation notice posted under W91QV1-12-R-0003, which has been cancelled.
