- The procurement action was conducted under FAR 6.302-1 with authority of 41 U.S.C. 253(c) 1, as the only responsible source and no other suppliers or services satisfy tower requirements. Department of Commerce ('DOC'), National Oceanic and Atmospheric Administration ('NOAA') awarded a sole source lease for ground space and access road for the location of a Government owned transmitter equipment shelter and other equipment. Recipient of the award is Oklahoma City Airport Trust.
