Description
This is a sources sought notice only; it is not a request for quotations or offers. The VISN 9 Network Contracting Office (NOC 9) is conducting market research for the Memphis VA Medical Center to identify potential sources for a contract within the service area to provide veteran beneficiaries the services of board eligible/certified orthopedic surgeons to provide orthopedic surgery care. It is the Department of Veterans Affairs (VA) intention to solicit proposals in accordance with all terms, conditions, provisions, specifications, and schedules of this solicitation and award a contract under the authority of 38 U.S.C. 8153. TERM OF CONTRACT: The contract is projected to be effective with a base period commencing sometime in 2012 through one year with four, one-year renewal options to be exercised at the discretion of the Government. DESCRIPTION/REQUIREMENTS/WORK STATEMENT of this contract. The surgeon being provided must have background and experience to supervise students, residents, and fellows in orthopedic surgery and students in an ACGME (Accreditation Counsel for Graduate Medical Education) accredited Orthopedic Surgery program. A board eligible/certified orthopedic surgeon, certified by the Board of Orthopedic Surgeons, shall serve as attending surgeon on all orthopedic surgery operations with a level of supervision appropriate to the complexity of the case and the training level of the resident, if any, participating in the procedure. The scheduling and staffing will be considered and requested by the Chief, Surgical Service at the Department of Veterans Affairs Medical Center Memphis. b. The Debarred List must be queried prior to recommending surgeons to provide these services and these queries must be negative. c. Contractor ™s surgeons will be required to establish and maintain collaborative working relationship with orthopedic surgeons who are or may become a part-time or full time salaried VA staff. d. The National Practitioner Database will also be queried for any entries reported at the time a surgeon is recommended. SCOPE: The VA anticipates the award of a single contract to be paid on an hourly rate based on need: for weeknight on call, weekend on call and holiday on call, on an indefinite delivery/indefinite quantity basis from this solicitation. The solicitation will be conducted in accordance with Department of Veterans Affairs Acquisition Regulation (VAAR) Part 873 with the procurement conducted using FAR parts 12 and 15. DESCRIPTION OF SERVICES PROVIDED: a. The Contractor shall furnish the services of Orthopedic Surgeon. In addition, the Contractor ™s employee must be present at the VA facility and must perform the required services as specified in the contract. The Contractor shall be available to perform residual cases, specialized procedures or emergency or urgent specialized procedures, and provide follow-up to patients and new consults after normal working hours, weeknight, weekend, and holiday "on-call" services as needed. The Contractor shall be responsible for providing replacement staff at all times to ensure complete coverage. Contractor will only be paid for services performed. b. The Contractor's employee shall not supervise any VA employees and will perform only authorized contract work at the VA Medical Center in strict accordance with the schedule of Costs shown in the contract. Contractor may work with current VA full or part time surgeons that are not provided by the contractor. Contractor will provide, as needed, professional direction and oversight to support personnel employed by the VAMC, Memphis, TN. c. Contractor will actively support the VAMC Memphis' efforts to purchase all orthopedic surgical supplies or implants from contracted vendors. Only when clinically indicated will such purchases be considered from non-contracted Vendors. Non contract requests must include documentation demonstrating why the contract appliance/implant, when available, is not clinically acceptable and each purchase request must be approved by the Chief of Staff or designee. d.Upon request of the VA the Contractor shall be responsible for providing any or all of the following services: Contractor shall assign a physician to perform compensation and pension examinations for orthopedic surgery veterans. Contractor shall ensure that physicians provide educational training sessions for orthopedic surgery section house staff and orthopedic surgery physician assistants. Contractor shall provide orthopedic surgeon(s) to support the orthopedic surgery clinic each Monday, Wednesday and alternate Fridays, and/or when the VA's orthopedic surgeons are on leave. Orthopedic Surgery Clinic hours will be designated by the VA. The contracted orthopedic surgeon will be required to operate the clinic, examine patients, supervise residents with documentation, and interpret reports as required by the VA. The contractor's employees will be required to work with VA staff. Should clinic hours need to be changed, VA will provide the contractor a four (4) month advanced notice of the change. Contractor shall designate a Resident Review Program Coordinator to evaluate house staff performance on the Orthopedic Surgery Sections. All problems are to be reported to the VA Chief, Surgical Service. Contractor and VA Chief of Surgery shall prepare monthly call schedules for coverage of orthopedic surgery emergencies. A draft schedule shall be submitted to the office of the VA Chief, Surgical Service/Administrative Officer within five (5) working days prior to the end of each month. Contractor shall designate a physician to attend and provide delegated responsibilities of Medical Center committee meetings as assigned by VA Chief, Surgical Service. The VA Chief, Surgical Service will delegate the responsibility of committee memberships to the contractor. Contractor shall staff the Operating Room (OR) on Tuesday, Thursday, alternate Fridays and on-call. 1.Current agreement for OR is every other Friday with the alternate Friday in clinic (Upper and lower extremities) coordinated among VA physicians. Contractor shall ensure that contract physicians contribute to the ongoing quality improvement programs in the organization as described in Medical Center Memorandum No. 00-12, Quality Management and Improvement Programs. In addition, the services to be performed by the Contractor will be done so in accordance with compliance with VA mandates, policies and procedures, Joint Commission, Federal and State laws, and regulations of the Medical Staff by-laws of the VA Medical Center. e.All surgeons will be required to work in collaboration with surgeons who are part-time or full time salaried by the VA including but not limited to sharing call, seeing patients and operating when on call and collaborating physician's patients. In general the responsibilities for inpatient care include, but are not limited to: f.GENERAL PRIVILEGES: 1.Orthopedic Surgery Ward Patients: Admit Diagnosis Develop Treatment Plan Manage, including the performance of surgery, timely Timely ordering of surgical supplies prior to date of surgery Discharge Including all needed medical record documentation 2.Surgical Intensive Care Unit Patients Admit Diagnosis Develop Treatment Plan Manage, including the performance of surgery, timely Discharge/Transfer Including all needed medical record documentation 3.Outpatient Care Seeing all new patient referrals with accompanying medical record documentation in orthopedic surgery clinic Seeing patients with new surgical complications Approving proposed surgeries Post operative visits g.Orthopedic operations are to be performed either by the attending physician or with the attending physician providing professional direction and supervision to the house staff at levels defined in the Veterans Healthcare Administration (VHA) Manual, M-2, Part 1, and Chapter 26. VHA Manual M-2 is available for viewing in the Department of Veterans Affairs Medical Center, Chief, and Surgical Service ™s Office or upon request from the Contracting Officer. h.Services are required to provide professional supervision to the house staff, with documentation in compliance with VA mandate, regulations and policies. i.Provide professional direction to support personnel employed by the VAMC, Memphis, TN. j.The Contractor shall provide professional Orthopedic Surgeons with orthopedic surgery expertise for peer review of selected cases. This shall include, but not be limited to: tort claims, patient family complaints, peer review, surgical case reviews, and benefit appeals. k.The Contractor shall be responsible for the administration and management of all aspects of this contract and the health care plan covered hereunder. This includes responsibility for all Contractor employees, subcontracts, agents, and any action for or on behalf of the Contractor. l.Candidate will also be required to make application through the VET-PRO Internet process. This sources sought notice is to assist the Memphis VA Medical Center in identifying an appropriate acquisition strategy only. Written communication received will be considered solely for the purpose of determining current market capabilities for the services identified within this notice. A solicitation is not currently available. If a solicitation is issued, it will be announced and posted on this website at a later date, and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any supply or service. The government will not pay for any information or administrative cost incurred in response to this Sources Sought Notice. Do not contact medical center staff in regards to this requirement, as they are not authorized to discuss matters related to this procurement action. All questions should be submitted in writing for this procurement to the Contracting Officer.
