- All offerors, be advised that the Government has posted Questions & Answers for offeror review. W15QKN-12-R-F003 Questions and Answers19 March, 2012 1.Ref. C.4 on page 15 and page 29 Question: Clarification of the requirements for acceptance and shipment of the weapons is requested. Is acceptance done after individual gun testing and the monthly interchange as per the weapon specification with weapons shipped on a monthly basis versus acceptance and shipment of weapons after the quarterly reliability testing? Answer: Acceptance for the MK19 is done after individual gun testing and the monthly interchange as per the weapon specification with the weapons shipped on a monthly basis 2.Question: When a specification or contract clause calls for an approval from the cognizant Government activity, will approvals on prior United States Army contracts satisfy the requirement on the current contract provided no changes have occurred to the approved Item? Answer: Contractor shall submit request for approval for all specification or contract clauses that require such. Approval on prior United States Army contracts will not be considered as satisfying the requirements. 3. Ref. C.3.3.2, page 13Question: Section C.3.3.2 states that the FAT hardware shall be part of the contract quantity. Is the initial requirement for up to 88 guns or 73 with the 15 included in the 73? Answer: The minimum total weapon quantity is 73 weapons, which includes the 15 FAT weapons. 4.Ref. Attachment 12 Question: Section C.3.3.2 also states that the first article hardware shall be refurbished; however, it does not indicate any statement of work for this effort. Answer: Attachment 12- Refurbishment of MK19s utilized in Reliability Tests for First Article Testing (FAT) will be added to MK19 Solicitation. Amendment to Solicitation will be issued to reflect this change 5.Question: The solicitation requires production deliveries to commence 30 days after FAT approval. This is not realistic; does the Government expect the contractor to produce production parts prior to FAT approval? Answer: Solicitation will be modified to require production deliveries to start 45 days after First Article approval, or issuance of Government First Article Waiver. Amendment to Solicitation will be issued to reflect this change 6.Ref. C.16.3, page 17 Question: The FAT in the specification requires the use of M430 ammunition while the solicitation does not include any GFM for M430 ammunition. Is the requirement to test fire M430 ammunition waived? Answer: Paragraph C. 16.3 shows the ammunition requirement for First Article Test. M430 is not required. 7.Ref. Page 2, Paragraph 3 Question: Page 2, Paragraph 3 of the solicitation requires the use of a DD 2579. Was it the Governments intent that DD2579 actually be DD 2345? Answer: DD2579 is removed from Page 2, Paragraph 3 and replaced with DD 2345. Amendment to Solicitation will be issued to reflect this change 8.Ref. Page 2, Paragraph 7 Question: Page 2, Paragraph 7 of the solicitation refers to GDATP Non-Disclosure/Non-use Agreements and GDATP Certificate of Destruction as being in Section J. These documents are not listed in Section J and do not appear to be part of the solicitation package as released. Answer: GDATP Non-Disclosure/Non-use Agreements and GDATP Certificate of Destruction is removed from Page 2, Paragraph 7, and is not required. Amendment to Solicitation will be issued to reflect this change 9.Ref. E-9, Page 26 Question: Article E-9, 52.246-4012, on Page 26 of the solicitation refers to warranty items; however, the solicitation does not contain a warranty requirement. Answer: Article E-9, 52.246-4012, Supplemental Warranty of Supplies information is removed and not required for solicitation W15QKN-12-R-F003. Amendment to Solicitation will be issued to reflect this change 10.Ref. Page 29 Question: Clarification of the CLIN 0001 Ordering Period 1 is requested. It states, on Page 29 of the solicitation, that Ordering Period 1 is 12 months after First Article Test Report approval. Is the ordering period 12 months after contract award or 12 months after first article test report approval? Answer: Ordering Period I Production Quantity shall be for a period of 12 months after First Article Test Report Approval or FAT Waiver and Performance Verification Testing Approval. 11.Ref. Page 6 Question: Is there either a required lead time or monthly rate for CLINs 0002 and 0003 Ordering Periods II and III? Answer: Ordering Periods 2 and 3: Delivery rate of at least 40 units per month will be required for all ranges. The production of the first month shall supplement any previous order to create a full production quantity of 40 each. 12.Ref. Page 32 Question: Clarification of the CLIN 0004, Ordering Period 1 is requested. It states, on Page 32 of the solicitation, that Ordering Period 1 is 12 months after First Article Test Report approval. Is the ordering period 12 months after contract award or 12 months after first article test report approval? Clarification of the delivery date is also requested. Page 32 states both 270 days after contract award and 30 days after First Article approval. Answer: CLIN 0004 Ordering Period 1 Shall is for a period of 12 months after First Article Test Report Approval or FAT Waiver. FAT lot of 15 each MK19s and accompanying First Article Test Report due 270 days after contract award. Production Deliveries are to start 45 days after First Article Approval, or issuance of Government First Article Waiver.Amendment to Solicitation will be issued to reflect this change 13.Ref. Page 33 Question: Clarification of the CLIN 0005, Ordering Period 1 is requested. It states, on Page 33 of the solicitation, that Ordering Period 1 is 12 months after First Article Test Report approval. Is the ordering period 12 months after contract award or 12 months after first article test report approval?Clarification of the delivery date is also requested. Page 33 states both 270 days after contract award and 30 days after First Article approval. Answer: CLIN 0005 Ordering Period 2 Shall is for a period of 12 months following Ordering Period 1. FAT Delivery is 270 days after contract award. Production delivery date for Ordering Period 2 is 45 days after First Article approval, or issuance of Government First Article Waiver. Amendment to Solicitation will be issued to reflect this change 14.Ref. Page 34 Question: Clarification of the CLIN 0006 Ordering Period 1 is requested. It states, on Page 34 of the solicitation, that Ordering Period 1 is 12 months after First Article Test Report approval. Is the ordering period 12 months after contract award or 12 months after first article test report approval?Clarification of the delivery date is also requested. Page 34 states both 270 days after contract award and 30 days after First Article approval. Answer: CLIN 0006 Ordering Period 3 Shall is for a period of 12 months following Ordering Period 2. FAT Delivery is 270 days after contract award. Production delivery date for Ordering Period 3 is 45 days after First Article approval, or issuance of Government First Article Waiver. Amendment to Solicitation will be issued to reflect this change 15.Ref. Page 36 Question: Clarification of the CLIN 0008 Ordering Period 1 is requested. It states, on Page 36 of the solicitation, that Ordering Period 1 is 12 months after First Article Test Report approval. Is the ordering period 12 months after contract award or 12 months after first article test report approval? Answer: Ordering Period I- First Article Test Shall be for a period of 12 months after First Article Test Report Approval or FAT Waiver. 16.Ref. Page 17 and Page 57 Question: The solicitation contains two demil requirements: C.15 on Page 17 and I-102 on Page 57. The requirements do not appear to be compatible. Is the correct requirement C.15 on Page 17? Answer: C.15 and I-102 are both requirements of Solicitation. 17.Ref. Attachments in section J Question: Verify Details on Attachments in section J of the solicitation. Answer: Attachment 1 bears the date 29 September 2011Attachment 5 bears the date 30 September 2009 and consists of four (4) pagesAttachment 7 bears the date 1 July 1996Attachment 8 bears the date January 2011Attachment 9 is entitled Non-Disclosure and Non-Use Agreement and consists of five (5) pagesAttachment 11 consists of eight (8) pages 18.Ref. Attachment 1 Question: CDRL A012 on DD Form 1423 states that a DD250 is required; is this correct?Answer: DD 250 is not required for CDRL A012. Amendment to Solicitation will be issued to reflect this change 19.Ref. Attachment 11 Question: Component part MS14145-L6, qty 2, does not appear in Table V, Group I, or Table VII of Attachment 11. Answer: Component does not apply to this solicitation. 20.Ref. Attachment 11 Question: Component part MS171533, qty 2, does not appear in the Table VII replacement parts list of Attachment 11. Answer: Component does not apply to this solicitation. 21.Ref. Attachment 11 Question: Attachment 11, Table V, Group IV, calls out Sight Assembly, 3269545; however, ECP L11S5163 replaced 3269545. Answer: Table V, Group IV shall be changed to reflect the changes in ECP L11S5163. Amendment to Solicitation will be issued to reflect this change 22. Ref. Attachment 11 Question: Attachment 00011, Table VII calls out MS16562-217 and MS21295-16. Will the Government allow the use of equivalent parts MS171502 and part NAS1351C3LN6? Answer: ECPs will be evaluated upon contract award 23. Question: Would the Government consider Interplant Interchangeability test on a Quarterly basis rather than monthly as required by the solicitation? Answer: Interplant interchange testing will be on a monthly basis if required. 24.Ref. C.3.3.2.2, Page 14 Question: Individual Weapons Acceptance Testing contractor testing prior to submission of FA per para C.3.3.2.2 of solicitation. Answer: The contractor shall conduct Individual Weapon Acceptance Tests on each of the fifteen (15)MK19 weapons and successfully demonstrate the functional performance requirements prior to the presentation for First Article Testing(FAT). 25.Ref. C.3.3.2, Page 13 Question: First Article Testing (Clin 0001) government test MIL-G-70790 per solicitation para C3.3.2Contractor to perform 100% dimensional, materials and processes. Answer: Paragraph C.3.3.2, along with MIL-G-70790, and all of its subparagraphs describe the requirements for First Article Testing. 26.Ref. C.3.3.3, Page 14 Question: Pre-Production testing Government test on 5 units selected from FA test units per solicitation para 3.3.3 Answer: C.3.3.3 PRE-PRODUCTION TESTING The Government reserves the right to perform a Pre-Production Test on the First Article Test hardware, to be conducted at a Government location. 27.Ref. Clause 52.209-4001, Page 23 Question: Performance Verification Testing Government testing performed on 5 units from FA test. Per solicitation para E8 Clins 0002 and 0003 have no mention of FA testing do we assume that these two periods are covered by the testing of clin 0001? Answer: See contract clause 52.209-4001 on page 23 of solicitation for FA testing requirements. C.3.3.3 PRE-PRODUCTION TESTING The Government reserves the right to perform a Pre-Production Test on the First Article Test hardware, to be conducted at a Government location. 28.Ref. Clause 52.209-4001, Page 23 Question: Starting at Clin 0003 through 0006 it is noted that the FA testing is to be performed by contractor.Assume that contractor is responsible for Acceptance testing, FA testing, Pre-Production testing and Performance Verification testing? Answer: See contract clause 52.209-4001 on page 23 of solicitation for FA testing requirements. C.3.3.3 PRE-PRODUCTION TESTING The Government reserves the right to perform a Pre-Production Test on the First Article Test hardware, to be conducted at a Government location. 29.Ref. C.3.3.8, Page 15 Question: Clins 0008 through 0010 are for the Individual Barrels and we understand the FA requirements to be 100% dimensional, materials and processes. Answer: See C.3.3.8 for MK19 Barrel requirements 30.Ref. MK19 TDPQuestion: The drawing for Part# 13037650, Sight Assembly as shown on Drawing# 12997550, Zone D3 (MK19 GMG), is missing from the TDP CD's. Please advise on how to go about obtaining this drawing as soon as possible. Answer: ECP L11S5163, included in the MK19 TDP CD provided contains the drawing for part #13037650.
