- Description
- USAID's Regional Development Mission for Asia (RDMA), based in Bangkok, is indicating its intent to release a Request for Proposals (RFP) in order to implement the PFAN-Asia program through a five-year Cost plus Fixed Fee (CPFF) completion type, cost reimbursement contract. The program goal is to increase investment in clean energy in Asia's developing countries as a key part of comprehensive efforts to promote low carbon economic development. The PFAN-Asia program serves as a follow-on to RDMA's regional clean energy program, Environmental Cooperation-Asia Clean Development and Climate Program (ECO-Asia CDCP), which closed in September 2011. The primary goal of the PFAN-Asia program is to increase investment in clean energy in Asia's developing countries as a key part of comprehensive efforts to promote low carbon economic development. The ultimate goal is to avoid and reduce GHG emissions as a result of such increased investment over the near and long term. A core focus is to directly support the continuation and expansion of PFAN in Asia, which was initiated under the ECO-Asia CDCP program, as well as ensure its sustainability. Organizations eligible to submit proposals to the forthcoming solicitation include U.S.-based institutions as well as local organizations (i.e., having its principal place of business in one of the countries listed below, and not controlled by organizations outside of these countries). T he PFAN-Asia program will initially focus on the Association of Southeast Asian Nations (ASEAN) sub-region and support activities in Cambodia, Laos, Indonesia, Malaysia, Philippines, Thailand, and Vietnam. Starting in year two of the program, the Contractor may also be required to expand activities to the South Asia sub-region, including Bangladesh, India, Maldives, Nepal, and Sri Lanka. This is a pre-solicitation notice. USAID will not respond to any questions regarding this announcement until after the full solicitation has been issued.
