Description
The Bureau of Land Management, Oregon State Office proposes to negotiate a noncompetitive award of a Purchase Order to DigitalGlobe, Inc. to provide high resolution 8-band multispectral digital satellite imagery for the MedRose Area of Interest (AOI) for tree species identification with one source under the Authority of Other Than Full and Open Competition as authorized under FAR 6.302. The proposed action is for professional, scientific & technical services for BLM Oregon State Office, Branch of Forest Resources, OR 97208 under NAICS 541690 and PSC FO99. The World View 2 imagery provides the only high-resolution satellite with 8 multispectral bands which allows for better species identification ability in the AOI. Most commercial satellites operate with 4-band multispectral capabilities that are not sufficient for the detailed tree species viewing required by the Government. The requirement is needed from 4/15/2012 to 9/15/2012. A Determination by the Government not to compete is based upon responses to this notice and is solely within the discretion of the Government. The Government reserves the right to cancel the Sole Source award. Any response to this notice must show clear and convincing evidence that competition of the work required would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement by 3:30 P.M. Local Time, March 26, 2012 via mail or facsimile. Submittals should include the solicitation number, qualifications, and contact information, and may be sent either by mail or facsimile.
