- Contracting Office: The Department of the Air Force, Electronic Systems Center, ESC/HIK, 200 East Moore Drive, Maxwell Air Force Base - Gunter Annex, Alabama 36114-3000 and ESC/HGGI Maintenance Branch has a Brand Name requirement for purchase of a Maintenance Agreement for 12 months of coverage with two 1-year options. This requirement will sustain the maintenance agreement on its existing PLMS Teamcenter Business Reports and Analytics software licenses. " "This is a not solicitation/request for quote". Acquisition Description: "This is a notice of the Government's intent to award on a sole source basis, a new task order for continued maintenance of the Product Lifecycle Management System (PLMS) Program." This requirement will close on 21 Mar 2012 at 1600 hours Central Standard Time (CST). All submissions should be e-mailed to ronald.tanner@gunter.af.mil and sharon.stallings@gunter.af.mil. "An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and the resulting contract. BRAND NAME JUSTIFICATION FOR this acquisition is based on the fact that the ESC/HGGI PLMS Program Management Office relies on Teamcenter Software as the foundational software product on which the PLMS application operates. This software is essential to the program's requirements and therefore the maintenance of such software is essential to the Government's requirements. Any change to the PLMS baseline that does not include Teamcenter software would create unacceptable delays to integrate new products into the PLMS application and result in increased costs to the Government. The Teamcenter Reporting and Analytics module is integrated into the overall security mechanism of Teamcenter Enterprise and produces a seamless security solution for PLMS. Using another Reporting solution for PLMS would increase costs and produce unacceptable delays to the user.
