- The contract ceiling for the cost-plus-fixed-fee (CPFF)/firm-fixed-price (FFP) contract with Joint Venture Yulista Management Services Incorporated and Science and Engineering Services Incorporated (JVYS) in support of the Government Owned and Government Operated (GOGO) Larry O. Daniel Prototype Integration Facility (PIF), Redstone Arsenal, AL has been exhausted more rapidly than anticipated. The US Army Contracting Command, AMCOM Contracting Center, anticipates a modification to Contract DAAH01-02-C-R190, to increase the maximum ordering ceiling as an interim measure until such time as a follow-on contract can be awarded. The award of the follow-on contract is anticipated in May 2012. The modification to DAAH01-02-C-R190 is necessary to maintain uninterrupted support for aviation, missile, and technology activities in the development, fabrication, integration, test and qualification of prototype tactical and ground support systems, subsystems and components. Under the authority of 10 USC 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), 'Only one Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements', this contract modification shall be awarded on an other than full and open competition basis to JVYS. Until a follow-on contract can be awarded, award to other than JVYS during this interim period will result in substantial duplication of cost to the Government and will cause unacceptable delays in fulfilling the PIF's mission to provide rapid acquisition, rapid response and rapid prototyping capabilities. All responsible sources may submit a response which shall be considered. All responses should be directed to Ms. Christie Honeycutt at christie.honeycutt@us.army.mil and must be received within fifteen (15) days of this notice. This notice of intent to issue a sole source modification to contract DAAH01-02-C-R190 is not a request for competitive proposals. This is not a formal notice of solicitation.
