Description
The US Geological Survey has a requirement forTethered Boat Configured to work with m9/M5 Acoustic Doppler Profiler, include well and weather proof electronics compartment, low drag trimaran type design ( triple hulls), provisions to prevent nose diving, kick-up fins for direction, stability and safety, able to operate in water velocities up to 12 feet per second, include attachment points for attaching tethered lines, include soft carrying case.Delivery FOB Destination Prepaid The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation by evaluating the following factors: Technical AcceptancePrice Award will be made to an offeror on the basis of best value to the government. (In accordance with FAR 15.101-2) The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Furthermore, if discussions are to be conducted the Government will establish a competitive range. The competitive range shall be comprised of the most highly rated proposals, unless the range is further reduced for purposes of efficiency pursuant to FAR 15.306(c)(2). The evaluation process shall proceed as follows: 1.Technical Acceptability: The Governments Technical Evaluation Board (shall evaluate the offerors technical proposal on a pass/fail basis. 2. Price: Award will be made to the offeror that proposes the lowest price and is determined to be technically acceptable. PROPOSAL SUBMITTAL INSTRUCTIONS Proposals shall be submitted electronically to Paulette Hundley at phundley@usgs.gov PRICE. As a Lowest Price Technically Acceptable (LPTA) source selection, price is the discriminating factor for award among those offers that are technically acceptable. Offers that are not technically acceptable cannot be selected, regardless of price.
