This activity supports the objectives of the NASA Airspace Systems Program (ASP)and the NextGen Concepts and Technology Development (CTD) Project. Specifically, itsupports NextGen CTD Project Milestone Development and Evaluation of a Traffic AwareStrategic Aircrew Requests (TASAR) System. The NextGen CTD Project develops innovativeconcepts and technologies to improve the efficiency, capacity, and safety of the NationalAirspace System. Research focus areas include traffic flow management, dynamic airspaceconfiguration, separation assurance, super density operations, and airport surfaceoperations. In the area of separation assurance, CTD research includes the developmentof advanced concepts and technologies for aircraft to provide their own trafficseparation services, i.e. airborne separation, using Automatic Dependent SurveillanceBroadcast (ADS-B). This far-term research activity has produced advanced algorithmsfor detecting and resolving traffic conflicts in the presence of weather and timeconstraints. Leveraging this far-term research, NASA envisions a near-term application of the advancedflight-deck technology to improve pilot-initiated requests for trajectory change made toAir Traffic Control (ATC) in todays operations. In a concept called Traffic AwareStrategic Aircrew Requests (TASAR), pilots would use onboard automation tools toidentify trajectory improvement opportunities and to de-conflict them from trafficaircraft prior to making the trajectory-change request to ATC. The TASAR capability isanticipated to increase ATC approval frequency and therefore to provide benefits in areassuch as flight efficiency, flight schedule compliance, passenger comfort, and pilot andcontroller workload. With TASAR, NASA intends to help accelerate the adoption of ADS-B equipage by theaircraft operator community. The objective of this contract is to explore theimplementation requirements for certification and operational approval of TASAR, as wellas to assess the pilot interface and procedures associated with the flight-decktechnology. By analyzing the implementation requirements and assessing pilot use of theTASAR capability in simulation, the path to possible implementation for operational usecan be shortened.This contract results from a proposal submitted by Rockwell Collins, Inc., for award ofTask 2 and Task 4 under the NASA Headquarters Aeronautics Research Mission Directorate(ARMD) NASA Research Announcement (NRA) entitled Research Opportunities in Aeronautics 2010, Amendment 7, NextGen CTD Project, Subtopic 5. The focus of this effort is to explore the certification and operational approvalrequirements for a deployable TASAR system and to assess TASAR use by pilots andcontrollers. Tasks are defined to achieve the following objectives: 1. Productionof an implementation assessment to enable near term deployment and use of TASAR inregular service as a flight deck application. (Solicitation Task 2) and 2. Design andexecution of a simulation plan resulting in pilot assessments of the technical functionsand the Human Machine Interface (HMI) designs of the TASAR Application. (SolicitationTask 4).
