Description
Arcata Associates, Inc. has a requirement for IT Project SupportArcata Associates, Inc. intends to purchase the items fromCYCRONIX 21 Surrey Lane Laconia, NH 03246Justification for Other Than Full and Open Competition10 U.S.C. 2304 (c) (1)We are placing a customer directed order to acquire the goods and services required bythe procurement request noted above via other than full and open competition. The IT infrastructure of any well-functioning organization must deliver innovation andefficiency that enables flexible and affordable productivity, situational awareness, anddecision support. The Dryden Flight Research Center (DFRC) currently requires support tomeet its needs in IT systems engineering, application innovation, and strategicarchitecture and infrastructure planning. The incumbent supports the efforts of theDeputy CIO for Planning and Strategy.Drydens information services branch (Code MI) is logically organized as functionalservice groups that conduct routine daily operations in addition to activities relevantto planning and strategy execution. This procurement targets support that cuts acrossfunctional service groups in the systems and solutions category. In particular, thisprocurement will support the needs of IT systems engineering and application developmentservices groups as needed.Cycronix provides software and engineering consulting for network data distribution andcollaboration. Cycronix also provides premier technical support for Open SourceDataTurbine software and data acquisition system integration services. Cycronix hasproven expertise in Unix, Windows, Java, C/C, networking, real time computing, deviceI/O.The estimated period of performance for this procurement will commence by April 15, 2012and continue until July 15, 2012. This procurement will be awarded as a firm-fixed price contract to Cycronix, which willbe responsible for delivering IT systems engineering, application innovation, andstrategic architecture and infrastructure planning on an as-assigned basis. Thisprocurement will be procured under statutory authority permitting other than full andopen competition, FAR 6.302-1, Only one responsible source and no other supplies andservices will satisfy agency requirements (10 U.S.C. 2304 (c)(1)).Cycronix has been chosen as the source to provide these services based on the followingreasons:Cycronix personnel formerly supported the efforts of the existing Global Test RangeDevelopment Lab at DFRC which supports NASA in the research, engineering, development,and operation of prototype systems that serve non-traditional range customer groupstypically interested in off-range operations. Cycronix personnel participated in the development and integration of DataTurbine intoboth embedded devices and enterprise-class data systems that include but are not limitedto data systems of in-house design, commodity devices using the Android operatingsystem, systems on aircraft, and systems running on virtualized hardware in the datacenter. Cycronix personnel have extensive development, design, and system architectureexperience related to their support of previous DFRC projects.Previous experience ofCycronix personnel with DFRC research, engineering, development, and implementationefforts contribute to their unique understanding of the Dryden development environment. Code MI requires the ability to expand its capacity to meet its needs in IT systemsengineering, application innovation, and strategic architecture and infrastructureplanning. We envision flexible expansion via support services from Cycronix on an asrequested basis. We envision sequences of small software development and ITinfrastructure design oriented projects with delivery deadlines typically on the order ofa few weeks to projects lasting several months.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon April 07, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.
