- Solicitation with Workable Web Link The purposes of Amendment 1 are: A. To change the solicitation Point of Contact from S. Tefft To W. Pickens. All questions, correspondence and proposals shall be submitted to PSB1@bpd.treas.gov, Attention K.Hedrick and W. Pickens. B. To answer the following vendor questions: Question 1. Provide a list of Items, Schedule or Requirements, Scope of Work, Terms of Reference, Bill of Materials required. Reply 1: A list of Items, Schedule or Requirements, Scope of Work, Terms of Reference, Bill of Materials required are all outlined in the Attachments to the notice in FedBizOpps. Please visit the FBO website to view these documents at www.fbo.gov and search for BPD-AFRW-12-R-0002. Question 2: Soft Copy of the Tender Document through email. Reply 2: You can get a soft copy of the documents at www.fbo.gov and search for BPD-AFRW-12-R-0002. Question 3: Names of countries that will be eligible to participate in this tender. Reply 3: Each prospective offeror should review the entire solicitation including all clauses applicable as outlined in the solicitation. Some clauses are in full text and others are incorporated by reference. All vendors need to read each clause in its entirety. If any of the clauses preclude a country from participating in this procurement, it will be outlined in the clauses. Question 4: Information about the Tendering Procedure and Guidelines. Reply 4: All information regarding the procedures and guidelines for this solicitation are outlined in the solicitation and documents attached in the FedBizOpps notice. Question 5: Estimated Budget for this Purchase. Reply 5: This information will not be given out. Question 6: Any Extension of the Bidding Deadline? Reply 6: At this time there have been no extensions to the bidding deadlines. If any extension is granted, it will be extended on the FedBizOpps website via an amendment to the solicitation. Question 7: Any Addendum or Pre Bid meeting Minutes? Reply 7: No. Question 8: We are interested if there is an official walk - thru meeting scheduled and or when we can gain access to the site to review on site conditions. Reply 8: The site visit information is outlined in Section L.9, page 56 of the solicitation. Question 9: Can you please confirm that there are addition documents to be issued for the subject RFP? Reply 9: No, there are no additional documents to be issued for the subject RFP. All documents associated with this solicitation are attached to this posting on FedBizOpps or can be obtained in the website given in Section 2 - Background Studies, on page 5 of the solicitation document. An updated Adobe version of BPD-AFRW-12-R-0002 has been attached as part of this amendment with a working link to access the website. Question 10: Further, please confirm the completion of design and construction is "265 days after notice to proceed" (page 24, F.6) or per the dates shown on page 15, items 8.1 "...no later than 11/30/2012..." and 8.2 "... not later than 02/28/2013...". Reply 10: The total completion of the entire project is 265 calendar days from the date of award of the contract. It is anticipated that the entire project be completed by 02/28/2013. However, the area outlined in Section 8.1 on page 15 needs to be completed sooner as per the stated dates in this same section. Question 11: We have reviewed the solicitation document for the project referenced above. We did not find the documents of recommendations for repair. Please advise how do we get the complete package. Reply 11: See Reply 9. Question 12: The due date on the solicitation is April 17, 2012. We would like to know if the due date can be extended. Reply 12: At this time, the proposal due date is not being extended. Please monitor the FedBizOpps website for future amendments if the due date is extended. Question 13: Can you confirm that the firms who provided survey and documentation services included in the RFP are precluded from being on design build teams for the final submissions? Reply 13: Traceries is the only firm excluded from participating in the competition. Question 14: Please confirm that the parties who produced the referenced documents and/or reports listed in Section C, Part 2 of the AFRH RFP (located at the end of page 5 thru the beginning of page 7) are not excluded and are eligible to participate on a design-build team. Reply 14: See Reply 13. Question 15: I am inquiring about whether this solicitation has been already screened as a set aside project? Reply 15: No, there is no set-aside for this acquisition. However, that does not preclude any small business from proposing.
