- Description: The U.S. Army, on behalf of the Project Manager for Maneuver AmmunitionSystems is seeking to identify potential sources that have the capability toprovide comprehensive program management support services for current andfuture small, medium and large caliber ammunition programs and armamentsystems. Potential offerors are required to provide full time and/or parttime, on-site or off-site, as required, technical representatives who willprovide real time analysis, oversight and reporting on major plant functions(including production, quality, maintenance, training, and management) and keyevents such as critical failures. Sources shall provide individual expertswith unique experience and knowledge of small, medium and large caliberammunition and armament systems to facilitate transfer of knowledge and createa mentor/protg program to sustain the workforce. Candidates shall possessknowledge and skills to support and facilitate team building and theinitiation and maintenance of total quality in support of armament systems andammunition items. In addition, the contractor must be able to facilitateinvestigative teams looking at problem areas on development and productionprograms for small, medium, and large caliber ammunition systems. The following potential tasks are being provided as part of the marketsurvey. In order to ascertain the capability of interested parties to meetthe requirements of this effort, interested parties should submit detailedinformation on their approach for meeting the below requirements. Inaddition, information should be submitted on potential candidates along withthe candidates technical capabilities. * Technical representative on-site at Lake City Army Ammunition Plant(LCAAP), Independence, MO, to provide real time analysis, oversight andreporting on major plant functions (including production, quality,maintenance, training and management) and key events such as critical failuresfor Enhanced Lethality, Green Ammunition, primers, MalfunctionInvestigations. Perform independent evaluations of technical or processproblems impacting delivery of small caliber ammunition or in processcomponents. Participate in root cause analyses, provide recommendations,follow-up implementation of corrective actions and coordinate data. Analyzeprocess and equipment improvement needs and opportunities to improve productquality and/or expand industrial capacity to meet funded or forecasteddelivery requirements. Provide liaison assistance and support with themanagement of small arms ammunition development, production and fielding andprovide small arms ammunition expertise to address technical challenges anddeficiencies. * Technical representative on site at Ft. Benning, GA responsible fordeveloping draft Joint Capabilities Integration and Development System (JCIDS)compliant Capabilities Development Documents (CDD) and Capabilities ProductionDocuments (CPD) and associated documentation for the improvement of Small Armscaliber ammunition, grenade munitions, and non-lethal munitions: 5.56mm familyof ammunition; 7.62mm family of ammunition; 9mm family of ammunition; 12.7family of ammunition; 12 /20 gauge family of ammunition. Provide directcoordination, documentation support, and user representation augmentation withall agencies at the U.S. Army Maneuver Center of Excellence, Fort Benning,GA. Associated documentation may include Engineering Change Proposals,Analysis of Alternatives (AOA), Basis of Issue (BOI), Doctrine and Tactics,Training, Leader Development, Materials, Personnel, and Facility (DOTLOMPF)assessments, Material Concept (MC), and Operational Concept (OC). Additionalinterface will also include, but not be limited to, the Program ExecutiveOfficer Ammunitions, Joint Service Small Arms Program, Program Manager SoldierWeapons, ARDEC, USAMCOE Directorate of Training (DOT), TRADOC System ManagerSoldier (TSM-S), Dismounted Battlespace Battle Laboratory, and all otherrelated agencies and staff at Fort Benning, GA. Address requirements,integration, technical and logistics issues. * Representative to perform the functions of the Warfighter AmmunitionInformation Program (WAIP). The WAIP program is responsible for conductingsmall, medium, and large caliber ammunition briefings to leadership andammunition management personnel as well as soldiers departing or returning totheatre. The WAIP representative leads the team to discuss 5.56mm M855AI EPRTheater Briefs, Small and Medium Caliber briefings to multiple units and tothe staff of Stryker/Bradley Instructional Company, 1st Bn 29th InfantryRegiment, Maneuver Center of Excellence (MCoE) Ft. Benning. The position willbe stationed at Ft. Benning, GA but will require travel approximately 50% ofthe time. * Representative to provide full time, on-site administrative support atPicatinny Arsenal, NJ. The representative must have knowledge and experienceusing Enova for timekeeping and training, Defense Travel Systems for travelorders and travel vouchers as well as Microsoft Word, Excel, Outlook, andPowerpoint. Representatives must be capable of performing administrative andsecretarial duties directly related to general business operations asassigned. The contractor must be able to provide personnel with filing,typing and/or word processing of administrative and technical correspondencerelated to facilities, security, purchasing office services, and recordsmanagement. Security Clearance:The on-site representatives will need a current secret security clearance. Planned Acquisition:The Government is seeking interested sources to fulfill FY13-17requirements. The work will be performed at the following locations: ProjectManager, Maneuver Ammunition Systems, Picatinny Arsenal, NJ; Lake City ArmyAmmunition Plant, (LCAAP), Independence, MO; and Fort Benning, GA.
