- Architect-Engineer (A-E) Services A-E services are required for a broad variety of maintenance, repair, new construction and/or alteration projects. Such services may include field investigations, recommendations, studies, reports, lifecycle cost analysis, cost estimates, specifications, product research, record documents research, preparation of construction drawings and presentations to coordinating agencies. Designs may require asbestos and lead based paint abatement. All services shall be in English and include US measurements when Metric measurements are impractical. It is anticipated that at least the following disciplines may be required: Architecture; site planning; civil; structural; mechanical; electrical; roofing; seismic; sanitary; fire protection; corrosion control; soils; energy management control systems (EMCS); heating, ventilation, and air conditioning (HVAC) controls; power distribution; radio frequency interference (RFI) and electromagnetic pulse (EMP) shielding; landscape; interior design; and on-site construction inspection at Thule Air Base in Greenland. Disciplines and capabilities may be represented within the same firm or with consultants that regularly work with the primary firm. The project magnitude is between $1,000,000 and $5,000,000. Criteria used in selection will utilize FAR 36.602-1: Agencies shall evaluate each potential contractor in terms of its -- (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Acceptability under other appropriate evaluation criteria. It is anticipated the solicitation documents, including specifications and drawings, shall be posted electronically sometime in Apr 2012 with offers due 30 days thereafter. Any and all amendments shall be likewise posted. This solicitation and award is restricted in accordance with 10 U.S.C. 2304(c)(4) and FAR 6.302-4 International Agreement, to Danish and Greenlandic firms except when procurement from such sources is not feasible.
