Description
The purpose of this Request for offers is to seek competent and qualified contractors for the site work and plants construction with the Remote Transmitter/Receiver (RTR) communications facility site relocation at the Pueblo Memorial Airport in Pueblo, CO. Summary of Work: The Federal Aviation Administration (FAA) is planning to construct an RTR communicationfacility at the Pueblo, CO Memorial Airport. The new facility will consist of an equipment shelter, three steel antenna towers, and supporting infrastructure. The Contractor shall receive three government furnished material (GFM) 25foot tall, 8arm RTR antenna towers and associated ancillary items for the purpose of constructing the tower foundations and installing the towers. The Contractor shall also construct a foundation for a 22 ft. by 18 ft. equipment shelter, which will be provided and installed on the foundation by the government. The Contractor shall also construct supporting ductbanks and utility connections. THIS ACQUISITION IS 100% SET ASIDE FOR SOCIALLY AND ECONOMICALLY DISADVANTAGED BUSNIESS CONCERNS (SEDB). The SEDB firms competing for this acquisition shall be certified and be in good standing as an 8(a) contractor with the Small Business Administration. Certification documents shall be required when submitting offers. The North American Industry Classification System (NAICS) code is 236220. See contract clause 3.6.1-8 Notification of Competition Limited to Eligible SEDB Concerns (January 2010). NAICS: 236220 An optional site visit is scheduled for April 17, 2012 10am (MST). Include in the email the names and company of the individuals that will be attending the site visit. Emails must be submitted by close of business (5pm PST) April 13th 2012. SUBMISSION OF OFFER: Offers are due by close of business (4pm, PST) on April 27th, 2012. Please see Section "L" of the attached Request for Offers package for complete proposal submission information. This Notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
