- This is a Best Value Solicitation to provide healthcare housekeeping services in all direct-and non-direct patient care and healthcare-related settings in support of Military Treatment Facilities (MTFs) located on Fort Bragg, NC to include Womack Army Medical Center (WAMC) and the multiple MTFs in the health service area of WAMC. This requirement will be solicited as a competitive, 8(a) small business set-aside. The current estimated total square feet (SF) of MTF areas is 1,289,989 SF with 130,425 SF for projects scheduled to undergo construction or expansion to support the WAMC MTF's mission during the 59-month contract period. This is anticipated as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Contract Line Items (CLINs). The basic contract will be for a base period of 1 Nov 2012 through 30 Sep 2013, with provisions for four (4) 12-month ordering periods. Individual task orders will clearly describe MTF-specific healthcare housekeeping requirements and services to be performed. Services include hospital (aseptic and non-aseptic) housekeeping services; collection and distribution of linen within the WAMC area to a MTF-specified site for control and exchange of linen (option); collection, consolidation, packaging, labeling, and preparation of regulated medical waste (RMW) for hazardous transport; collection of general solid waste (trash) for waste disposal pick-up; collection and transport of recyclable materials within the health service area of WAMC to a MTF-specified site for bundling, and preparation of shredded paper bales for recyclable material pick-up; and, exterior building services (e.g., windows, doors, and walkways. All services shall be firm-fixed price and subject to the Service Contract Act (41 U.S.C. 351). This solicitation will be available in electronic format only. The official access point to the solicitation is via the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi. The solicitation is anticipated to be released on or about 22 May 2012. The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria. A pre-proposal conference and site visit is tentatively scheduled for 5 & 6 June 2012. Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of discussing the requirements of this solicitation. The pre-proposal conference will convene at 9:00 am on Tuesday, 5 June 2012 at a location TBD. The pre-proposal conference duration is anticipated from 9:00 am to 3:00 pm, which will consist of briefings from the Contracting Officer, Contracting Officer Representatives, Womack Army Medical Center representatives from Environmental Services, Infection Control, Occupational Health, Information Technology, Security, Safety, and Education and Training Departments followed by the site visit. The solicitation is anticipated for release prior to the pre-proposal conference and site visit; as such, it is recommended to download the solicitation and applicable Womack Army Medical Center regulations; policies, and procedures prior to attending the pre-proposal conference. Upon release of the solicitation, please submit questions in writing not later than 30 May 2012 to Katherine.i.perry@us.army.mil. Please be prepared to provide the following information for representatives attending: Name, company name, email address, phone number, business size standard, and event (site-visit, pre-proposal conference, or both). Interested parties must register with Katherine Perry by e-mail at Katherine.i.perry@us.army.mil not later than 4:00 pm Central Standard Time, 30 May 2012. Prospective offerors are encouraged to attend both the pre-proposal conference and the site visit. The site visit involves extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable. Please indicate any special needs to Katherine Perry when requesting registration to ensure proper accommodations may be arranged. Further information concerning location of pre-proposal conference and specific information for registered participants will be posted not later than 22 May 2012.
