- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) at NASA/Dryden FlightResearch Center for a requirement to repair 4 existing distribution substationtransformers. All the distribution transformers are 1500 KVA, 12.47 KV to 480 volt 3phase with a tank capacity of 237 gallons of oil. All the transformers requireRe-Inhibiting Agent 9DBPC or BHT or equivalent added in accordance with manufacturer'srequirements/recommendations. For additional details refer to the Statement of WorkDated Oct 14, 2011 which is included as part of this combined synposis/solicitation.The provisions and clauses in the NND12AB39P are those in effect through FAC 2005-57.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 811310 and$7.0 respectively. The offeror shall state in their offer their size status for thisprocurement.All responsible sources may submit an offer which shall be considered by the agency.Offers for the items(s) described above are due by 4:00 PM on April 27, 2012 toNASA/Dryden Flight Research Center, P.O. Box 273, Edwards, CA 93523, ATTN: Sarah L.Saunders, Building 4800, Room 1512 and must include, solicitation number, FOB destinationto this Center, proposed delivery schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. Offerors areencouraged to use the Standard Form 1449, Solicitation/Contract/Order for CommercialItems form found at URL:http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin.FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. Other critical requirements: Reference the Statement ofWork dated Oct 14, 2011 included as part of the RFQ. It is critical that offerorsprovide adequate detail to allow evaluation of their offer.
