Description
The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to negotiate and award a contract on a sole source basis to L-3 Communications Vertex Aerospace LLC to extend current support efforts for TH-57 Contractor Logistic Support (CLS) under contract number N00019-12-D-0003, which consists of all maintenance, logistics services and materials necessary to provide for Organizational (O) and Depot (D) level maintenance required to support and maintain the TH-57 aircraft located at Naval Air Station (NAS) Whiting Field, FL and Depot and supply support for TH-57 aircraft at Patuxent River, MD. The TH-57 Training System (TH57TS) consists of a five seat, turbine powered, light utility helicopter utilized by Chief of Naval Air Training (CNATRA) as the Navy's Undergraduate Helicopter Pilot Trainer (UHPT). There are a total of 126 TH-57 aircraft in active inventory. Of these 126 aircraft, CNATRA is the Aircraft Controlling Custodian (ACC) for 124 TH-57 aircraft which are located at Naval Air Station (NAS) Whiting Field, Florida. All maintenance, logistics support, and pilot services for the TH-57 aircraft are provided through Contractor Logistics Support (CLS). The aircraft is maintained in compliance with Federal Aviation Administration (FAA) regulations, Government directives, and instructions for O and D levels of maintenance. The resultant Indefinite Delivery Requirements type contract will commence on 1 October 2012 and will consist of a 6 month base and a 3 month option. NAVAIR intends to award this TH-57 CLS effort to L-3 Communications Vertex Aerospace LLC, under the authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements). To mitigate the risk that award for the competitive follow on contract might be after 30 September 2012, award of a sole source contract to the current performing contractor is necessary in order to continue to meet CNATRA's training mission. A gap of CLS support would result in a negative impact to Naval Aviation readiness. This notice of intent is not a request for proposals.
