Description
This is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented withadditional information included in this notice. This announcement constitutesthe only solicitation; proposals are being requested and a written solicitationwill not be issued. This synopsis/solicitation is a sole source brand namesolicitation for the desired American Power Conversion (APC), 132 FairgroundsRoad, West Kingston, RI 02892, brand name equipment in accordance with FAR6.302-1. The task is to renovate and upgrade the existing data center at theCamp LeJeune Naval Hospital (NH). This specific tasking relates to allequipment and services required to implement a modern, agile, and scalabledata center/data center solution for the new NH Camp Lejeune Data Center withan anticipation of future growth by approximately 25%. This effort is plannedto be completed in the July 2012 timeframe. Successful execution includesupgrading the data center at NH Camp Lejeune to make it suitable for hostingthe IT Services required to support a current MILCON project at the NH CampLejeune location. The tasking is to procure and install an integrated datacenter infrastructure which will connect to existing facilities utilities onceupdated. This data center design is a comprehensive set of IT componentsthat will house, maintain, sustain, and adapt to the government's unique andever-changing IT requirements. The IT solution integrates an internallyredundant modular UPS, racks, rack row-based cooling, rack power distribution,environmental monitoring and management. The components and services inthis scope are specifically designed to integrate seamlessly with the updatedfacility infrastructure. Salient benefits of this solution includecompatibility withupgraded facility infrastructure, speed to implementation, fault tolerance,sustainability, and long-term adaptability. Currently there are 12 APC racksinplace along with heating and cooling cables. This acquisition is being sole sourced in accordance with 6.302-1(a)(2)(iii)(B)-(Unacceptable delays in fulfilling the agency's requirements); only oneresponsible source and no other supplies or services will satisfy agencyrequirement. All responsible sources may submit a capability statement,proposal, or quotation, which shall be considered by the agency. Solicitationnumber N65236-12-R-0010 is issued as a request for proposal (RFP). Thesolicitation document and incorporated provisions and clauses are those ineffect through Federal Acquisition Circular 2005-26. The Governmentanticipates awarding a Firm Fixed Price Commercial item type contract inaccordance with the procedures detailed in FAR 13.5. The applicable NAICScode is 334220 with a size standard of 750 employees. This acquisition is forthe quantities set forth herein. Proposals shall be submitted electronically no later than 13 APRIL 2012, 2:00pm Eastern Time. Offerors must comply with the detailed instructions for theformat and content of the proposal; proposals that do not comply with thedetailed instructions for the format and content of the proposal may beconsidered unacceptable and may render the offeror ineligible for award.
