Description
The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office, intends to acquire training and educational services at the Naval Technical Training Center (NTTC) Meridian, Mississippi. The contractor shall provide adequate numbers of qualified personnel, supervision, management, equipment, and materials to perform training and educational services for USN Sailors, Marines, DoD personnel, and Foreign Students. The services under this contract shall include instruction of courses/content, award of college credits, remediation/testing assistance for students, and support for test and evaluation functions. The goal of these services is to produce proficiently trained students meeting the required performance and course completion standards, along with receipt of college credit and/or industry certifications where appropriate for the instruction received. Services shall include instruction of courses/content of the following courses: Personnel Specialist A - Subjects include but not limited to, pay account maintenance, computation of pay, routine pay entitlement determination, LES reconciliation, general keyboarding; familiarization with enlisted service records and entries therein, customer service and office procedures introduction to, usage of, and introduction to computers. YEOMAN A - Subjects include but not limited to, general keyboarding, customer service and office procedures, introduction to, usage of, and maintenance of Navy publications and technical manuals; preparing, proofreading, and mailing of Naval correspondence including the Standard Letter, Instructions and Notices; filing of Naval correspondence; computation of leave, proceed, and travel time on permanent change of station orders and familiarization with Pay Entitlements. YEOMAN C - Subjects include but not limited to, English Grammar/Language Logistics Specialist A - Subjects include but not limited to, Naval Supply System, customer service, Navy Correspondence, material identification/procurement, basic OPTAR accounting, inventory control, supply forms, basic supply acronyms, and a general intro to supply systems for effective performance as an Apprentice Storekeeper. The resultant solicitation shall include a one (1) year base period beginning 01 October 2012 and contain provisions for two (2) additional one (1) year option periods. FAR Clause 52.217-8 entitled, Option to Extend Services will be included in the RFP. The Government intends to award, on a full and open competitive basis, a single firm-fixed-price contract to the eligible, responsible offeror whose offer represents the best value to the Government, considering price and technical factors, with technical factors more important than price. The resultant RFP shall require submission of technical and cost proposals. The closing date for receipt of offers will be established in the RFP. The applicable North American Industry Classification System (NAICS) Code and size standard are 611310 and $7M, respectively. All responsible sources may download the solicitation and submit a proposal, which shall be considered by FLC. The Government will not pay for information received. The RFP is anticipated to be made available electronically at: https://www.neco.navy.mil on or around 16 April 2012. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. All responsible sources may submit a proposal which shall be considered by the agency. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov. These services are currently being provided by San Diego City College of San Diego, CA under contract N00189-08-C-Z006 and the value of the contract was $6,029,386.84, inclusive of a base and four (4) option years.
