Description
This is a Pre-Solicitation Notice. The Department of the Air Force, Air Armament Center (AAC) has a requirement for systems engineering and software engineering support for the development and testing of custom software for the automated control of full-scale and sub-scale aerial targets as part of the Gulf Range Drone Control System (GRDCS). The GRDCS is used to control drones, control ground vehicles, collect and display time space position information data for aircraft and surface vehicles, and control aircraft instrumentation. Software engineering support will be required in the areas of system programming, drone control software, calibration, graphics, navigation, and post mission data reduction. Systems engineering support will be required in the areas of systems software design, drone control algorithms, navigation algorithms, data analysis, test planning, and documentation. The QF-4, MQM-107D, MQM-17E, BQM-34, and the BQM-167A automatic flight controls have already been integrated into GRDCS. The QF-16 automatic flight control shall soon be integrated into GRDCS. GRDCS support shall be provided by the contractor at the Central Control Facility at Eglin AFB, FL; however, support may be required at Tyndall AFB, FL, White Sands Missile Range, NM or the Utah Test and Training Range or other locations within or outside the CONUS. A single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract is contemplated and will utilize full and open competitive procedures and FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process. The North American Industry Classification System (NAICS) code is 541712 - Research and Development in the Physical, Engineering, and Life Sciences. The associated Small Business Size Standard for NAICS 541712 is 500 employees. The Government anticipates utilizing either Firm Fixed Price (FFP), Cost Plus Incentive Fee (CPIF) with performance and schedule incentives, or Cost Plus Fixed Fee (CPFF) contract types for labor. Contract type for labor will be determined at the task order level. In addition to a labor CLIN, the IDIQ contract will contain a FFP transition CLIN, a not separately priced data CLIN, a cost reimbursable (no fee) travel CLIN, and an incentive CLIN for any task order utilizing CPIF with performance and schedule incentives. The total ordering period for this contract will be three (3) years, and the maximum contemplated ordering amount is $12,000,000.00 over the life of the contract. The minimum will consist of a FFP task order for transition. The Government anticipates posting a Draft RFP and associated Bidder's Library on FedBizOpps.gov within the next 2 weeks. The final request for proposal (i.e. solicitation) is expected to be released on FebBizOpps.gov in late April. Contract award is anticipated in mid-August and will contain a transition period of approximately 45 days with full contract performance starting on 1 Oct 2012.
