Description
The Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO) intends to issue a bridge extension for three months, with an additional three month optional period, to each of the three Joint Interoperability Test Command (JITC) Omnibus multiple-award, Time and Material (T&M) contracts that are awarded to: 1) Northrop Grumman Information Technology Inc. (NGIT) under contract number NBCHC020001; 2) Northrop Grumman Mission Systems (NGMS) under contract number NBCHC020002; and 3) Interop Joint Venture II (IJV) under contract NBCHC020003. These contracts provide Scientific, Engineering, Technical & Administrative Support to the DISA Major Range & Test Facility Base (MRTFB) Testing Directorate. The purpose of this extension and contract value increase is to provide continuous, uninterrupted services while these contracts are in the process of re-solicitation and award. The three month bridge extension would add an additional period to each JITC Omnibus contract from August 31, 2012 to November 30, 2012. The three month optional period would cover December 1, 2012 to February 28, 2013. The total combined ceiling values will be increased by $25 million, changing the total contract ceilings from $1.231 billion to $1.256 billion. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c) (1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Note 22 - The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
