Description
PRE SOLICITATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR) has a requirement for a Universal Mine Model Specification Development and Resource Assessment. The CDC intends to award a single Firm-Fixed-Price Purchase Order in accordance with FAR Part 13. The period of performance will be 12 months after the start of the contract. Background The NIOSH Office of Mine Safety & Health Research (OMSHR) intends to develop a universal map-based mine model and associated data structure for R&D, computer simulation, and visualization of mine related systems. This Universal Research, Simulation, and Analysis Mine Model (URSAMM) will include a standardized Graphical User Interface (GUI) for inputs to simulation models and display of mine related events and processes. The project will also provide a tool for editing and translating mine information for use in various mine simulations. The URSAMM project as currently envisioned would use ArcGIS, which is a CDC supported GIS tool already used within many parts of CDC for the display, manipulation, and analysis of data. NIOSH believes that this GIS provides a straightforward path for the display and manipulation of the outputs from various NIOSH developed mine models. Some of the models and capabilities considered for incorporation into the tool include: • Modeling radio frequency (RF) coverage levels (redundancy - over lap) • Tracking system performance estimation • Modeling Sensor Location Strategies for Atmospheric Monitoring Systems • Noise level predictive studies • Mine inundation studies • Survivability analysis • Explosion potential and fire propagation predictions • Ground control stress distribution analysis • Infrastructure design improvements NIOSH anticipates that the first application developed under this approach is a radio coverage model for underground coal mine communications systems. While the use of ArcGIS is the best path forward from the perspective of development within OMSHR, the objective of this work is to make NIOSH models and simulation tools available as widely as possible to aid engineers in improving mine safety and health through design. To meet this goal, the models and simulation tools must be available in formats and modules that serve as many end users as possible. These end users will include OMSHR researchers, MSHA and state regulatory specialist, mining company engineers, academic researchers, mining software companies, and mining consultants. To meet this goal, it is necessary to understand the needs and operating environments of the end users. The goal of this solicitation is to prepare a project overview and development specification document that describes in detail the challenges in meeting the targeted end user needs and that recommends a specific design approach. The specification document will include a discussion of potential problems with an ArcGIS based solution, specific recommendations for data structure, data export and import, and interfaces to other applications, and identify possible partners for the NIOSH development effort. Evaluation Criteria The evaluation will be based on the experience of the assigned Principle Investigator and associated support personnel including subcontractors and partners on the project as follows: Experience in simulation and model development for discrete events. The preferred experience would involve large databases and multiple models to arrive at determination of values over a large geographical area. Experience with modeling of radio coverage of wireless systems is desirable. ArcGIS experience. The preferred experience is in the area of integrating third party applications into ArcGIS and 3D representation and manipulation of data. Experience with scanning and geo-referencing raster images within ArcGIS is desirable. Underground mine design experience. The preferred experience is in the area of mine ventilation systems and mine communications systems design.
