Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is: OPM20-12-T-0008 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-56 dated April 2, 2012. The North American Industrial Classification System (NAICS) code is 611430 and the small business size standard is $7.0 million. This procurement is restricted for Women Owned Small Business (WOSB) only. The Office of Personnel Management (OPM) is the human resources management agency for the Federal Executive Branch. Its mission is to recruit, retain, and honor a world-class workforce to serve the American people. OPM is at the center of high priority and high impact initiatives of the Administration, including Hiring Reforming, Veterans Employment, Telework, Labor- Management Partnership and Retirement and Investigations Processing. These initiatives necessitate that OPM has highly-skilled workforce that can deliver on its mission as well as one that works collaboratively to achieve strategic objectives. In support of its mission, the Office of Personnel Management requires a highly-qualified contractor to provide the following: •One (1) career management training session for approximately 20-60 OPM employees •300 sets of participant materials for OPM to the train its workforce and •Internal trainer certification program for four (4) candidates meeting the train the trainer criteria The purpose of the training is to enhance career management skills among OPM employees and to provide internal training certification four (4) OPM employees to teach this course. This training is part of the U.S. Office of Personnel Management’s (OPM) broader human resources development and education strategy which is designed to bring to bear various learning programs to increase the skills of OPM employees. (OPM) intends to award a Firm-fixed Price purchase order to the offeror that represents the best value to the government. The contractor shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract, see Statement of Objectives detailed below. The period of performance is from the date of award through July 30, 2012. Offerors are invited to submit their quotations to OPM-Contracting Group in response to this notice by 10:00 AM Eastern Standard Time (EST), April 10, 2012. Only e-mailed requests for additional information will be accepted at terri.miller@opm.gov through 10:00 AM EST, April 5, 2012. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to terri.miller@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database, self-certified in the Online Representation and Certifications Application (ORCA) and has not submitted documents verifying its eligibility to the WOSB Program Repository at the time the requirement is to be awarded will not be considered.
