- Project Title: Health For Life (H4L) Logistics Agency: United States Agency for International Development (USAID) Office: USAID/Nepal Location : Kathmandu Place of Performance: Nepal Estimated price: $1,500,000 - $2,000,000 Tentative Solicitation Date: May 10, 2012 Tentative Pre-Proposal Conference Date: May 23, 2012 Tentative Proposal Due Date: June 25, 2012 Estimated Period of Performance: December 1, 2012 - November 30, 2017 Small Business Considerations: This contract is not restricted to small businesses. Source/Nationality: The authorized geographic code for procurement of goods and services under this award is 937, which is defined as the United States, the cooperating/recipient country, and developing countries other than advanced developing countries, and excluding prohibited sources. USAID maintains a list of developing countries, advanced developing countries, and prohibited sources, which is available in USAID's Automated Directives System, ADS 310. Description of Proposed Work: USAID/Nepal will provide technical assistance to the Ministry of Health and Population (MOHP) Logistics Management Division (LMD) for problem-solving to protect previous investments. This technical assistance will be provided by a non-governmental or private Nepali organization identified through a competitive selection process. Over the next five years, the bulk of the efforts will focus on resolving specific challenges such as the integration of the HIV/AIDS commodities into the main health commodities logistics system, and policy and management support to extend the demand-based distribution system to the facility level. Training and direct maintenance of the logistics system will be carried out by LMD with technical support from this activity. To a lesser extent, this activity will improve the Government of Nepal (GON) use of pharmaceuticals and supplies. Eligible organizations shall be limited to local organizations. To be considered a local organization, a contractor must: (1) be incorporated or legally organized under the laws in Nepal, (2) must be operating as a going concern in Nepal, and either (3) be managed by a governing body, the majority of whom are citizens or lawful permanent residents of Nepal or (4) employ citizens or lawful permanent residents of Nepal in more than half its permanent full-time positions and more than half of its principal management positions. Additionally, USAID/Nepal wishes to notify potential offerors that USAID/Nepal intends to hold a Pre-Proposal Conference in Kathmandu, Nepal at a time and place to be announced with the Request for Proposal (RFP). Interested eligible organizations are requested to contact Pradeep Neupane at pneupane@usaid.gov and Ajaya Parajuli at aparajuli@usaid.gov to state their interest in this procurement and if they plan to attend the pre-proposal conference. Additional details concerning the pre-proposal conference will be provided in the RFP. Except for the above information, no additional information regarding this planned RFP is available at this time. All necessary information will be supplied at the time the RFP is posted at www.fedbizopps.gov. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals for funding should be submitted until after the RFP is issued. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This pre-solicitation notice in no way obligates USAID to award a Contract.
