- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9124X-12-T-003 is issued as a request for quotation (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-56, effective 2 April 2012. Award will be made without negotiation. This acquisition is 100% set-aside for Small Businesses with the associated NAICS code 488190; the Small Business Administration size standard for this code is $30.0M. The Nevada Air National Guard (NVANG) intends to contract for aircraft wash services for C-130 Hercules aircraft. All services will be performed and accepted at May Air National Guard Base (May ANGB), adjacent to the Reno/Tahoe International Airport, 1776 National Guard Way, Reno, Nevada. The attached Performance Work Statement (PWS) has been developed to detail the desired services in further detail and will detail the anticipated CLIN structure. Each CLIN should be priced on a per-wash (i.e., price per each period of performance) basis. Offeror certifications provided through the Online Representations and Certifications Application (ORCA) will be considered in lieu of the referenced full-text clause identified above. As a result, offerors who do not have a recently-updated (expires on/after 31 October 2012) ORCA certification should include the full text of this provision. Representations and certifications must be renewed annually. ORCA may be accessed at https://orca.bpn.gov. All offers must be submitted no later than 2:00pm Pacific Time, Friday, 26-April-2012.
