Description
NASA/JSC has a requirement for an additional four (4) Advanced Concept EjectionSeats (ACES) II, to be added to the WB-57 AIRCRAFT EMERGENCY EGRESS SYSTEM UPGRADEcontract, contract number NNJ11JC84C, which will require refurbishment and/or repair. The additional four seats are owned by NASA. NASA also has a requirement for 79 squibs(P/N 1743-001) to be used for the inter-seat sequencing system (ISS) qualification tests. Requirements for two ISS system level tests are being added to the original procurement. Finally, additional engineering services are requiredin support of the system design.NASA/JSC intends to purchase these items from AMI Industries, Inc (dba Goodrich InteriorsSpecialty Seating Systems) because it is the Original Equipment Manufacturer (OEM), andis currently performing the emergency escape system upgrade on the WB-57 aircraft, thusis the only company capable of providing system certification.The WB-57 Program Office is implementing an aircrew emergency escape system upgrade onthe WB-57F aircraft operated by the Johnson Space Center. AMI Industries, Inc (dbaGoodrich Interiors Specialty Seating Systems) is providing support for variousengineering and manufacturing services associated with replacing the current system withthe ACES II escape system. Currently, the contractor is refurbishing and retrofitting atotal of eight ejection seats that are currently owned by NASA, and will oversee thetesting, qualification, installation and integration into the WB-57 aircraft. Onceinstallation is complete, the contractor will provide Original Equipment Manufacturer(OEM) certification of the services completed.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 19, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the angency.NASA Clause 1852.215-84, Ombudsman, is applicable.
