Description
THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. The Centers for Disease Control and Prevention (CDC), National Centers Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Reproductive Health contemplates award of a Firm Fixed Price Sole Source Purchase Order to Michigan Public Health Institute (Okemos, MI). The work shall be performed at the Contractor's facility. The Period of Performance shall be for 12 months. The North American Industrial Classification Standards (NAICS) Code is 541690 and Standard Business Size of $7M. The sole source award will be conducted in accordance with FAR Part 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirement. This requirement is a continuation of services already provided and is not set aside for small businesses. The objective of this procurement is to provide training and technical assistance to grantees of the Sudden Unexpected Infant Death Case Registry (SUID-CR) under Cooperative Agreement DP09-904 and the upcoming Cooperative Agreement DP12-12 as they collect review and enter SUID case information. Specifically, Michigan Public Health Institute's National Center for Child Death Review (NCCDR) will conduct site visits to ensure compliance with grant objectives and the NCCDR manual of procedures and train grantees to conduct effective reviews with comprehensive information and how to make practice and policy changes that improve infant death investigation and ultimately prevent SUID. Additionally, the NCCDR will provide quarterly data sets from their Case Reporting system. The data compiled in this NCCDR system forms the basis of the SUID Case Registry's surveillance of SUID, and without it, the CDC would be unable to achieve the SUID Case Registry program objectives. The Michigan Public Health Institute is the only organization with an established mortality review program that allows for the review of population-based SUID data from multiple sources, web -based data entry, and data sharing with the CDC. In order to provide technical assistance and training, an organization would need to access the data, be familiar with the data dictionary, know how to download the data and import it into statistical software. The SUID data is proprietary and owned only by the states who voluntarily share the data with the NCCDR; however, the Michigan Public Health Institute has a data sharing agreement with the states and with the CDC. To provide the necessary training and technical assistance activities, an organization would have to have access to the data and have an understanding of the child death review program functions in each state and locality. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, by April 19, 2012. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
