- The Mission Installation Contracting Command, Mission Contracting Office - ATEC Division, is seeking potential sources that are capable of providing services (upgrade and make operational) a 3.8m (meter - diameter) Andrew Satellite Antenna (Dish) System for the United States Army Operational Command (USAOTC) Fires Test Directorate. The NAICS code for this requirement is 517410 - Satellite Telecommunications, and the small business size standard is $15,000,000.00. Services to be provided for this effort are the following: 1. Contractor will upgrade and make operational the 3.8 meter (diameter) Andrew Satellite Antenna (Dish) System for the United States Army Operational Command (USAOTC) Fires Test Directorate. 2. To accomplish the upgrade and refurbishment of the satellite antenna system and its components, the contractor shall remove, inspect, replace, and install the following: a.Two (2) Norsat 4-watt Block Up converters (BUC) with 70db gain Ku Band or its equal. b.One (1) NJR Low Noise Block (LNB) Down Converter, Ku Band or its equal. c.One (1) x5 iDirect Evolution Modem or its equal. d.Two (2) 100 ft. Intermediate Frequency L-Band (IFL) interface and BUC cables as required for proper operations of the up (BUC) converters and LNB down converter as required for proper operation. e.A complete set of all system manuals and AutoCAD wiring and integration drawings for the antenna and all systems. f.On-site installation and operator training for the Andrews antenna and all hardware associated with any systems connected and/or integral to the upgrade. The operator training will encompass the operations and operator-based maintenance for the antenna and all subsystems. 3. The objective of this task to upgrade and make operational the 3.8 meter Andrew Satellite Antenna and its subsystems. While the description above is reasonably complete, it may not be all-inclusive. If the contractor identifies additional work that would be desirable during the course of this task, the contractor shall provide the details of the suggested work to the government for consideration. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, nor the information received, nor reimburse participants for the information they provide. MCO-ATEC Division is interested only in identifying interested and capable small businesses and receiving industry feedback to improve the acquisition process as part of the market research. MCO-ATEC Division reserves the right to determine if a SB set-aside is appropriate as well as one of the targeted socio-economic programs (HUBZone, Service-Disabled Veteran-Owned, or 8(a) program) based on the responses to this notice and other pertinent information gathered. In order for the Government to make a determination, it is emphasized that all concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage the requirement. If you are an interested SB concern, please provide the following information: 1) small business concern/category; 2) DUNS number and CAGE code; and 3) provide evidence or certifications of small business concern status. All interested parties should provide a brief Statement of Capability (no more than 10 pages) which demonstrates the ability to meet the requirements specified above. Also include any past performance information on Government contracts of a similar nature, size, scope and complexity. Electronic responses are preferred and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Responses are due no later than 3:30 p.m., Central Standard Time, on April 11, 2012, to the attention of Tina Guillot, Contract Specialist, referencing the solicitation number provided in this notice, via e-mail to Tina.A.Guillot@us.army.mil.
